Parliament on Tuesday passed the Disaster Management (Amendment) Bill 2024 to strengthen the efficient working of the national and state disaster management authorities. The government also stressed that the legislation will help states in handling all disasters in a better way. The Rajya Sabha cleared the Disaster Management (Amendment) Bill 2024 to amend the Disaster Management Act of 2005 by a voice vote. Several amendments moved by Opposition members were negated by the House. The government said states faced difficulties in implementing the Disaster Management Act of 2005. The proposed amendments are based on the difficulties flagged by states and suggestions given by them. India's security apparatus must stay adaptive to emerging threats: Rajnath

India's security apparatus must remain adaptive to emerging threats such as cyber and hybrid warfare as well as "space-based espionage", Defence Minister Rajnath Singh said on Tuesday. He said internal security is not just about managing conventional threats like terrorism, separatist movements, and left-wing extremism but it is also about preparing for unconventional threats that can destabilise the nation's economic and strategic interests. "The adversaries of today do not always come with traditional weapons; cyber-attacks, misinformation campaigns, and space-based espionage are emerging as new-age threats that require advanced solutions," he said. The defence minister was speaking at a conference on 'Advanced Technologies for Internal Security and Disaster Relief Operations' organised jointly by the Defence Research and Development Organisation (DRDO) and the Ministry of Home Affairs (MHA). HC asks agencies to exercise caution over blanket freezing of bank accounts

The Delhi High Court has asked probe agencies to exercise care and caution over blanket freezing of bank accounts. The matter before Justice Manoj Jain related to one such action of the agencies on the petitioner company's account, having a withdrawal balance of more than Rs 93 crore, but witnessing an innocuous entry of Rs 200. "Such blanket measures, if taken recourse to, without offering any reason, can certainly play havoc with the financial concerns of such account holders," it said. The court's February 20 order said, "It is, therefore, high time that the investigating/law enforcement agencies, in the context of freezing bank accounts, act with requisite care, caution and yes, compassion as well." Instead of freezing the bank account, the court said, authorities should explore the possibility of marking a lien on the disputed amount to mitigate the undue hardship caused to account holders and ensure the disputed amount was secured. Taking note of multiple such cases, the cou

HC seeks NIA's stand on J-K MP Rashid Engineer's plea in terror case

The Delhi High Court on Thursday sought the stand of the NIA on Jammu and Kashmir MP Rashid Engineer's plea on the issue of granting him bail in a terror-funding case. Justice Vikas Mahajan asked the agency to file its response and listed the matter for further hearing on January 30. Senior counsel appearing for the lawmaker argued that his bail plea has been pending in the lower court for a considerable time and urged the high court to either direct its expeditious disposal or decide the matter itself. "Issue notice. Let reply/ status report be filed," the high court said. On December 24 last year, Additional Sessions Judge Chander Jit Singh dismissed Rashid's plea urging him to pronounce the verdict on his pending bail application. The trial judge said at the present stage he could only decide the miscellaneous application and not the regular bail plea. The case was sent back to the ASJ by the district judge for hearing. The ASJ court requested the district judge to transfer t

Rolling out criminal laws, CAA key tasks of home affairs ministry in 2024

Replacing the century-old criminal laws with a new set of legislations for introducing a modern and technology-driven criminal justice system, rolling out the controversial Citizenship (Amendment) Act and fire-fighting to check unabated violence in Manipur kept the Union home ministry busy in 2024. Assisting the Election Commission in holding the assembly elections in Jammu and Kashmir without major incidents and bringing down the violence in Naxal-affected states and northeastern region are the other key highlights of the country's crucial ministry. While the population enumeration exercise Census continues to be on hold for past four years as no decision has been taken by the ministry as to when it will be carried out, the ministry created five year districts in Ladakh and renamed Port Blair in Andaman and Nicobar Islands as Sri Vijaya Puram during the year. The three new criminal laws -- Bharatiya Nyaya Sanhita, the Bharatiya Nagarik Suraksha Sanhita and the Bharatiya Sakshya ...

Punjab DGP, MHA director meet fasting farmer leader Dallewal in Khanauri

The Punjab Police chief along with a senior officer in the Union Home Ministry Sunday met farmer leader Jagjit Singh Dallewal, who has been staging an indefinite hunger strike since last month, and enquired about his health. Punjab Director General of Police Gaurav Yadav and Director in the Ministry of Home Affairs Mayank Mishra met Dallewal at the Khanauri border point and heard his demands. Their visit came two days after the Supreme Court directed the Centre and Punjab government representatives to meet Dallewal immediately. The top court had further directed that the farmer leader be provided medical help and persuaded him to break his indefinite fast, saying his life was precious. The 70-year-old Dallewal, a cancer patient, has been on a fast-unto-death at the Khanauri border point between Punjab and Haryana since November 26 to press the Centre to accept the agitating farmers' demands, including a legal guarantee of MSP on crops. Speaking to reporters after meeting Dallewal,
