Counting of votes in elections to the 90-member Chhattisgarh assembly got underway Sunday morning, with security personnel maintaining a strict vigil in counting centres in the state's 33 districts, including those affected by Left Wing Extremism (LWE), a poll official said. The elections were held in two phases on November 7 and 17. Voter turnout stood at 76.31 per cent, which was slightly lower than the 76.88 per cent recorded in the 2018 polls. "Counting of votes for all the 90 seats started at 8 am in 33 district headquarters. A three-layer security mechanism is in place at each counting centre," Chhattisgarh Chief Electoral Officer Reena Kangale said. "The counting of postal ballots began at 8 am. Half an hour after the postal ballots are counted, the process of counting votes from the EVMs will begin, she said. The Enforcement Directorate on Saturday filed a charge sheet against AAP MP Sanjay Singh in connection with the Delhi excise policy-linked money laundering case, officials said. The prosecution complaint has been filed before a local court under various sections of the Prevention of Money Laundering Act (PMLA). This is a supplementary charge sheet in this case as the agency had filed about five such complaints earlier. Singh, a Rajya Sabha MP of the Aam Aadmi Party (AAP), was arrested in this case by the ED in October. The anti-money laundering agency had alleged that an accused businessman Dinesh Arora gave Rs 2 crore in cash at the Rajya Sabha MP's residence in two tranches. Singh has rebutted the claim. The Congress' Lok Sabha leader Adhir Ranjan Chowdhury on Saturday wrote to Speaker Om Birla on the Ethics Committee's proceedings against Trinamool Congress MP Mahua Moitra in a "cash-for-query" case and demanded a relook and appropriately reviewing the rules and processes on the functioning of parliamentary committees. In a four-page letter to the speaker, Chowdhury said there is no clear-cut demarcation in the roles envisaged for the Privileges Committee and the Ethics Committee, more so in matters of exercising penal powers. Additionally, there is no clear definition of "unethical conduct" and a "code of conduct" -- though envisaged under Rule 316B of the Rules of Procedure -- remains to be formulated, he said. The Congress alleged on Friday that the Ministry of Defence denied landing permission for an aircraft carrying party leader Rahul Gandhi at the Naval airport here. Ernakulam DCC president Mohammed Shiyas alleged the Ministry had initially granted permission for the aircraft's landing at the Naval facility but later withdrew it. Consequently, the aircraft, carrying Gandhi from Kannur, was directed to the Cochin International Airport Limited (CIAL) in nearby Nedumbassery, he told PTI. An official source told PTI that the decision regarding granting permission for the landing of private jets at the Naval Station was made by the Defence Ministry. He, however, did not elaborate. The former Congress chief, currently touring Kerala, has two programmes scheduled in Kochi on Friday.

The Supreme Court on Tuesday refused to entertain the bail plea of DMK minister V Senthil Balaji, who was arrested by the Enforcement Directorate in a money laundering case. Balaji was seeking the bail on health grounds.The top court was hearing an appeal against an order of the Madras High Court which dismissed his bail plea on October 19, saying he was likely to influence witnesses if enlarged on bail. An apex court bench of Justices Bela M Trivedi and SC Sharma, after perusing the health reports, said there was nothing serious in his health condition and granted liberty to Balaji to approach the trial court to seek regular bail. "Any observation made in the interim order against the petitioner on merits shall not come in the way of the petitioner in filing regular bail application," the bench said. BJP supporters blocked a state highway and held rallies on Monday in support of a 12-hour bandh at Khejuri in West Bengal's Purba Medinipur district called by the saffron party to protest the arrest of a worker. The Election Commission on Monday withdrew permission given to the Telangana government for disbursements of financial aid to farmers for rabi crops under the Rythu Bandhu Scheme after a state minister violated the provisions of the model code by making a public announcement about it. The poll panel had given its nod to the state government to disburse the rabi installment during the model code of conduct period on certain grounds. The state was asked not to publicise the disbursement during the poll code as part of the condition. Telangana goes to election on November 30. The EC informed the state chief electoral officer about its decision to withdraw its permission. The state finance minister had made a public announcement about the release of disbursements of rabi instalments. He had reportedly said, "The disbursement will be made on Monday.
