A landmark bill to reserve a third of seats in the Lok Sabha and state assemblies for women was introduced in the Rajya Sabha on Thursday. The 128th Constitution Amendment Bill, which was approved by two-thirds majority in the Lok Sabha on Wednesday, was introduced in the Upper House by Law Minister Arjun Ram Meghwal. Rajya Sabha will have a seven-and-a-half hour window to discuss the bill.The legislation is widely expected to get approval of the Upper House. It will then require approval of majority of state assemblies. It will be implemented after a delimitation exercise based on Census data is completed. This is the seventh attempt since 1996 to get the women's reservation bill passed. Women presently make up for nearly half of India's 95 crore registered voters but comprise only 15 per cent of lawmakers in Parliament and 10 per cent in state assemblies. The 33 per cent reservation for women will not apply to the upper house of Parliament and state legislatures.

Prime Minister Narendra Modi on Tuesday said his government is committed to ensuring that the 'Nari Shakti Vandan Adhiniyam' aimed at expanding women's participation in the Lok Sabha and state assemblies becomes a law, as he urged MPs of both Houses of Parliament to pass the bill unanimously. The old Parliament building will now be known as 'Samvidhan Sadan', Lok Sabha Speaker Om Birla said on Tuesday as the functioning of Parliament shifted to its new building here. The Speaker also announced that henceforth, terms such as 'House', 'Lobby', and 'Galleries' used in the proceedings of the Lok Sabha will refer to the new building, which is now the Parliament House of India. "The building where we gathered in the morning will now be known as Samvidhan Sadan," he said. Earlier, at a function held in the Central Hall of the old Parliament building, Prime Minister Narendra Modi suggested that the building should be renamed "Samvidhan Sadan". "The Speaker, Lok Sabha is pleased to notify the new building of Parliament situated in the precincts of the Parliament House on Plot Number 118, New Delhi, east of the existing Parliament House with Raisina road to the south and Red Cross road to the north, to be, hereon, designated as the Parliament House of India," said the notification issued on Monday. The government may not push for passage of the bill on appointment of CEC and election commissioners in the five-day session of Parliament that began Monday, sources said amid criticism of its provisions including by the opposition and former chief election commissioners.
