A plea has been moved in the Delhi High Court seeking directions to the Centre to frame a policy to provide free legal aid to Indian citizens living abroad. NGO Pravasi Legal Cell filed the public interest litigation claiming that India has the world's largest diaspora according to the United Nations. The petition claimed that over 17 million people born in India now live elsewhere in the world and of these, many are semi-skilled and low-skilled workers. "One of the biggest problems faced by such workers is that they do not have any knowledge about the local laws or how their rights are protected in such countries because of which they face violation of their basic rights on foreign land due to lack of any legal aid," the plea filed through advocate Jose Abraham read. Rights groups urged the United Nations Monday to send investigators to China's northwestern Xinjiang province to probe the mass detainment of ethnic Uighur and other Muslim minorities. "The abuse in Xinjiang today is so severe that it cries out for international action," Human Rights Watch chief Kenneth Roth told reporters in Geneva. The budget session of Uttar Pradesh legislature will begin Tuesday with Governor Ram Naik slated to address a joint sitting its two houses. The Students Islamic Organisation (SIO) of India released a 'student manifesto' on Monday demanding 10 per cent reservation in jobs and educational institutes for Muslims and five per cent for other minorities, and urged political parties to include the demands in their manifestoes for Lok Sabha polls. The 'student manifesto' has demanded an increase in the stipend of Maulana Azad National Fellowship and Rajiv Gandhi National Fellowship. Maharashtra cabinet on Monday approved the centre's scheme of 10 per cent reservation to the economically weaker section among the general category in government jobs and educational institutions across the state.With this, Maharashtra has become seventh state after Bihar, Gujarat, Himachal Pradesh, Uttar Pradesh, Jharkhand and Assam to have approved the bill to implement the reservation.The Parliament recently passed the Constitution (124th Amendment) Bill, 2019, approving a 10 percent reservation for economically backward upper castes in government jobs.The Maharashtra state Assembly, in November, had passed a Bill proposing 16 per cent reservation under Socially and Educationally Backward Class, paving way for reservation to Marathas in the state.

To alleviate some of the hardships being faced by small and marginal farmers, the government has announced a Direct Income Support scheme under which an amount of Rs 6000 per annum will be provided to farmers having cultivable land of up to 2 hectares. This would benefit 12 crore farmer families. "FICCI had suggested the need for Direct Income Support for farmers and is happy to see its inclusion in the budget. This is critical as through this measure the government will be able to cover all the small and marginal farmers as compared to the MSP scheme which benefits just about 30% of such farmers. By also committing funds upfront from the central pool, any resistance from states will be avoided," added Mr. Somany.
