Long-duration paddy use prevalent in Punjab despite concerns: Report

Farmers in Punjab's districts with the highest stubble-burning incidents continue to cultivate the long-duration and water-intensive paddy variety Pusa 44, according to a new survey released on Tuesday. The survey, conducted by researchers from the Delhi-based independent think tank Council on Energy, Environment and Water (CEEW), also found that nearly half of Punjab farmers using in-situ crop residue management (CRM) machines still burn some loose paddy straw to ensure the machines' efficient operation and for pest control. The CEEW report highlighted that 36 per cent of the 1,478 farmers surveyed in 11 districts of Punjab grew Pusa 44 in Kharif 2022 due to its high yield. Air pollution: Delhi's AQI turns 'poor'; experts cite unfavourable weather

The national capital's air quality dipped to the 'poor' category on Wednesday due to unfavourable meteorological conditions and stubble burning and forest fires in neighbouring states, the Commission for Air Quality Management (CAQM) said. The city's 24-hour average air quality index (AQI) rose to 243 by 4 pm, prompting the CAQM, a statutory body tasked by the Centre with planning and implementing air pollution reduction strategies in Delhi-NCR, to convene a review meeting with experts from the India Meteorological Department (IMD) and Indian Institute of Tropical Meteorology. The 24-hour average AQI noted on Sunday was 183 in the 'moderate' category, after which the index entered the 'poor' category with a reading of 227 on Monday and 234 on Tuesday. Chief Minister Manohar Lal Khattar Saturday said Haryana now stands as a model state in stubble management, as he emphasised the recent Supreme Court verdict advising Punjab to learn from Haryana in checking farm fires. The Supreme Court on Wednesday said crop residue burning, which affects air quality in the Delhi-National Capital Region (NCR), "must stop", and underlined the need for judicial monitoring to ensure people do not face the same scenario every winter. Observing that farm fires were still significant, a bench of Justices Sanjay Kishan Kaul and Sudhanshu Dhulia directed the state governments concerned to take steps to curb pollution. Stubble burning down 27% in Punjab, 37% in Haryana compared to last year

Stubble burning in Punjab and Haryana has declined by 27 per cent and 37 per cent, respectively, as against last year, the Union Environment Ministry said on Thursday. From 83,002 fires in 2020, the count in Punjab dropped to 71,304 in 2021, 49,922 in 2022, and further to 36,663 in 2023. In comparison to 2022, there was a 27 per cent reduction in farm fires in 2023. The reduction was even higher, standing at 49 per cent and 56 per cent, respectively, when compared to 2021 and 2020. In 2020, the farm fire count in Haryana was 4,202 which increased to 6,987 in 2021, then reduced to 3,661 in 2022, and further decreased to 2,303 in 2023. This marks a 37 per cent reduction in 2023 compared to 2022, with reductions of 67 per cent compared to 2021 and 45 per cent compared to 2020. Farmer leaders in Punjab on Wednesday accused the Centre and the state government of not making proper arrangements for stubble management and said it is vehicular and industrial pollution which affects the air quality in Delhi and not farm fire. Punjab clocks 634 new farm fire cases, police say over 1,000 FIRs logged

Punjab on Monday reported 634 farm fires with farmers in many areas continuing to set ablaze paddy straw despite police making persistent efforts to prevent stubble burning. The Punjab Police said it has registered 1,084 FIRs against erring farmers and imposed penalties worth Rs 1.87 crore in 7,990 cases since November 8. With the police continuing to make efforts to prevent stubble burning, Punjab witnessed 634 farm fires, the lowest since Diwali, said Special Director General of Police (Law and Order) Arpit Shukla. Shukla is the police's nodal officer with a mandate to keep a check on stubble burning. "This is consecutively for the third day that the state witnessed significant downfall of at least 28.8 per cent stubble burning cases," he said. Punjab farmer bodies protest against cases lodged over stubble burning

Several farmer bodies in Punjab on Monday held protests at the offices of deputy commissioners and sub-divisional magistrates at many places, seeking withdrawal of cases registered against farmers for burning stubble. The protesting farmers, who also demanded a long-lasting solution for paddy straw, brought stubble-laden trolleys to several offices of DCs and SDMs. The call for the four-hour protest was given by the Samyukt Kisan Morcha (non-political) and 18 other farmer bodies. Over 930 FIRs registered against farmers for burning stubble: Punjab Police

Punjab Police has registered 932 FIRs against farmers for burning crop residue since November 8 while a fine of Rs 1.67 crore has been imposed in 7,405 cases, a senior official said on Sunday. According to the Special Director General of Police Arpit Shukla, red entries were made in the revenue records of 340 farmers for stubble burning. He said concerted efforts by the Punjab Police to prevent stubble burning have yielded significant results as case of farm fire fell "drastically" in the last two days. Delhi pollution: Env minister calls key meet for effective action on crisis

Delhi Environment Minister Gopal Rai will on Thursday hold a meeting with departments on the effective implementation of measures outlined in the Centre's air pollution control plan, officials said. Stubble burning incidents crossed the 30,000 mark in two months in Punjab which reported 2,544 fresh farm fires on Wednesday, while air quality turned "severe" again in Delhi and was in 'very poor' category in neighbouring Haryana.
