The NHRC on Saturday said it has issued notices to the Delhi government, vice chairman of the DDA and Haryana and Uttar Pradesh authorities in connection with reported incidents of drowning and electrocution in Delhi and neighbouring cities in which several lives have been lost. The reported incidents, as in the recent past, are indicative of the "negligence by the civic authorities, which is a matter of concern", it said in a statement. The NHRC has taken suo motu cognisance of a media report that at least 13 lives were lost in Delhi-NCR including six due to electrocution and four due to drowning after falling into overflowing drains amid heavy rain "magnifying the creaky infrastructure and civic negligence", the rights panel said. Incessant rain lashed Kolkata and its neighbouring districts on Saturday as a low-pressure area turned into a deep depression, an official said. As a result of the rains, waterlogging was reported from several parts of Kolkata. Similar was the scene in the neighbouring cities of Howrah, Salt Lake and Barrackpore. Heavy rain in parts of the national capital on Tuesday led to waterlogging at several places and set traffic out of gear as commuters struggled to reach their destinations. The Public Works Department (PWD) said until afternoon, it received 22 calls regarding waterlogging and around three to four complaints related to uprooted trees. "Movement of traffic has been restricted at Azad Market underpass in the carriageway from Azad Market towards Shastri Nagar due to waterlogging," the Delhi Traffic Police said on X. In another post, the police said the traffic movement was affected on the Windsor Palace roundabout in front of Ashoka road from C-Hexagon due to damage of sewerage pipeline. Commuters also took to X to share their ordeal. One of the commuters said the traffic was massive on the Delhi-Meerut expressway near Sarai Kale Khan.
