The single-widow online clearance system of Uttar Pradesh government, Nivesh Mitra, has now taken wings.

In the last one year, almost 40,000 industries have registered with the web-based platform and the pendency of applications beyond fixed timelines is down considerably.

According to official data, 27,287 applications were received since last year, of which 22,746 were cleared, 479 applications were pending within time limit at department level and 145 were pending beyond timeline. The number of applications rejected stood at 273.

Nivesh Mitra functions under Udyog Bandhu, the state government interface for industries.

UP special Secretary, infrastructure development and joint executive director of Udyog Bandhu Kaushal Raj Sharma said compared to last year, there had been a ‘significant drop’ in pendency of applications beyond timeline under Nivesh Mitra. The overall disposal pendency levels beyond timeline had decreased to under one per cent till October 2012.

“All the departments have been asked to install required infrastructure like computers, broadband connectivity, scanners, etc in all the districts immediately for even more efficiency,” he said.

Meanwhile, the government has decided to synchronise the timeline of delivery of services by all departments concerned with fixed time-schedules of Nivesh Mitra to facilitate investment and industrial growth in UP.

These decisions were taken in a meeting chaired by UP Infrastructure & Industrial Development Commissioner (IIDC) Anil Kumar Gupta here recently.

He said the government was committed to ensuring availability of web-based single window clearance system to entrepreneurs for time-bound disposal of investor applications and issuance of clearances within timelines.

Last month, the government had expanded the scope of Nivesh Mitra to all districts making it mandatory for small, medium & heavy industries for online processing. For micro industries, applying online is optional considering practical difficulties.

At present, 12 departmental services are available through Nivesh Mitra viz. industries, power, factories, fire safety, electrical safety, pollution, forest, excise, commercial tax, food, labour and drugs.
