Bhartiya Kisan Sangh, the farmers' organisation affiliated to the RSS, today submitted a memorandum to Gujarat Chief Minister Anandiben Patel seeking changes in the Centre's land acquisition bill.

"The land acquisition bill should be replaced with the 'land utility bill'. The decision of acquisition must be taken with farmer's consent and a member of his family should be given a job," said the 12-point memorandum submitted by state BKS president Magan Patel.

"District tribunals must be formed to decide market-value of a land. Farmers must be given the right to challenge the acquisition before a court. These provisions should be introduced with retrospective effect," it said.

Patel requested the Chief Minister to forward the memorandum to the Centre.

Unused land should be used first, and if a farmer's land is to be acquired, he must get the compensation before it is taken over, the memorandum further said.

If the project can not be completed in time, the land should be automatically deemed to have reverted to the original owner, it said.

"The farmers must get proper compensation for the entire land in the case of laying of pipe-lines for gas and petroleum products and the electricity towers," the memorandum said.

Besides the suggestions on the land acquisition bill, the farmers body also sought repair of broken canals of Narmada river and compensation of Rs five lakh in the case of an accidental death of a farmer.
