'Bureaucratic System Needs Overhauling'

The country's entire bureaucratic system needs overhauling, according to several senior bureaucrats from central and state governments who have called for a serious revitalisation effort for a better management of affairs.

Several retired and active bureaucrats have emphasised that with the fast and unprecedented changes in economic, political, judicial, social and religious scenario in the country in the last two decades, it was time to review the structure of civil services, including their relevance and size.

Former cabinet secretary B G Deshmukh told this agency that the civil size should be reduced and every civil servant should be made accountable by making the rules and procedures transparent.He lamented that both bureaucrats and politicians had failed to take the country to a reasonable level of prosperity and so we should take it as a moral responsibility to revamp the governing system of the country, he added.The former commissioner of police, Julio F Ribeiro pointed out that only when civil servants consider themselves as public servants and not govt servants , will efforts to review the structure of bureaucracy be fruitful.

 

He also pointed out that there was an urgent need to equip them with high degree of scientific and technical expertise with an attitudinal changes. the basic system with supemacy of secretaries
