Vice President Jagdeep Dhankhar on Friday underscored the need for constructive debate and dialogue in Parliament, saying the era of disruption should end and make way for meaningful discussions. His remarks came ahead of the Budget session of Parliament. While addressing the 33rd Foundation Day of the National Commission for Women (NCW), he said what the country truly needs is an opposition that is both constructive and cooperative. "There will now be more debate, dialogue, discussion, deliberation, and not disturbance or disruption in this Parliament," the Rajya Sabha chairman said, highlighting the importance of a cooperative opposition. Reflecting on women's empowerment, he lauded the recent reservation for women in legislatures, calling it a landmark achievement. Govt lists Bills on Waqf, immigration, foreigners for Budget session

The government has listed the Waqf (Amendment) Bill as well as three other new draft laws for consideration in the Budget session of Parliament beginning Friday. The joint committee of Parliament, which examined the amendment bill on Waqf on Thursday, submitted its report to Lok Sabha Speaker Om Birla, paving for the government to move amendments on the bill tabled last year. The Mussalman Wakf (Repeal) Bill was also introduced along with the Waqf amendment bill. The government has also listed three new bills for the session -- 'The Protection of Interests in Aircraft Objects Bill, 'Tribhuvan Sahkari University Bill', and the 'Immigration and Foreigners Bill'. The Finance Bill, 2025 and related demands for grants and appropriation bills have also been listed by the government for the session. Budget session's first part likely between January 31 and February 13

The first part of Parliament's Budget Session is likely to be held between January 31 and February 13, with Finance Minister Nirmala Sitharaman set to table her eighth straight budget on February 1. In line with the convention, the session will start with President Droupadi Murmu's address to a joint sitting of the Lok Sabha and Rajya Sabha on January 31, followed by the tabling of the economic survey. Sources said the second part of the session will be held between the second week of March and first week of April. The tentative period is from March 10 to April 4. The first part of the session is marked by a debate in both Houses on the Motion of Thanks on the president's address and ends with the prime minister's reply in the two chambers of Parliament.

Govt to review design of dams vulnerable to glacial lake outburst floods

The government on Thursday said it will review the design of all existing and under-construction dams vulnerable to Glacial Lake Outburst Floods, ensuring these dams have adequate spillway capacity to handle extreme flood scenarios. A glacial lake outburst flood (GLOF) is a type of outburst flood caused by the failure of a dam containing a glacial lake. Moreover, conducting GLOF studies has been made mandatory for all new dams planned in areas with glacial lakes. In a written response to a question in the Lok Sabha, Minister of State for Jal Shakti Raj Bhushan Choudhary said the Central Water Commission's measures include monitoring 902 glacial lakes and water bodies across the Himalayan region from June to October each year. "Subsequent to Teesta-III Hydroelectric dam collapse in October, 2023, Central Water Commission has decided to review the design flood of all the existing and under construction dams vulnerable to Glacial Lake Outburst Floods (GLOFs) to ensure their adequate .

The Lok Sabha approved the Rs 48.21-lakh crore Budget for 2024-25 of the Union Government. The lower House also approved the budget of the Union Territory of Jammu and Kashmir with a voice vote. The Union Budget and Budget for J&K was passed by a voice vote by the Lok Sabha. The relevant appropriation bills were also passed by the House. Replying to the debate, Finance Minister Nirmala Sitharaman said the fiscal deficit of the central government is proposed to be brought down to 4.9 per cent of the GDP during 2024-25 and further to below 4.5 per cent by 2025-26.

Parliamentary Affairs Minister Kiren Rijiju on Thursday hit out at opposition leaders, contending they had resorted to abusing Prime Minister Narendra Modi during the debate on the Union Budget in Parliament instead of speaking on the finer aspects of the document. Addressing a press conference here, he said the manner in which some opposition leaders made their speeches amounted to insulting the House and lowering the dignity of the Budget session. "Let us respect the mandate of the people. They have given the mandate to Prime Minister Modi for the third consecutive term. If anybody tries to insult the verdict of the people, they will be punished in the elections," Rijiju told reporters here.
