Delhi Police Sunday launched an investigation into the stampede at New Delhi Railway Station that killed at least 18 people, saying it will analyse CCTV footage to determine what transpired before the chaos erupted, sources said. "Our main target is to investigate the main cause which caused the stampede. We will collect all data of CCTV footage and announcements done during that time," a police source said. The source said a wrong announcement about change of platforms may have caused a confusion and led to the stampede. The stampede was preceded by a swell in crowd of passengers waiting to board trains for Prayagraj -- where the Maha Kumbh is underway -- on platform number 14 and 15 of the station. More than 730 cases of alleged violation of the Model Code of Conduct (MCC) have so far been registered ahead of the February 5 Delhi Assembly polls, an official said on Monday. The cases were lodged between January 7, when the MCC into force, and January 26. A total of 22,857 people were arrested under various legal provisions, including those under the Excise Act, during this period, according to a statement. Ahead of the polls, police have intensified vigilance at border checkpoints and conducted crackdowns on illegal activities, including smuggling of arms, liquor and drugs. Delhi Police has recorded 738 cases of alleged MCC violations and confiscated 364 illegal firearms and 445 cartridges, the statement said. It has also seized 61,610 litres of liquor worth more than Rs 1.8 crore, 156.411 kg of drugs worth over Rs 72 crore and more than 1,200 banned injections. Delhi Police has issued a traffic advisory for Republic Day celebration informing commuters about the restrictions and diversion in place on several roads. Additional Commissioner of Police (Traffic) DK Gupta told PTI Videos that the entry at the borders of the city will be restricted from Saturday evening. "We have made a detailed traffic plan according to which from 9 pm on Saturday (January 25), the entry at the bordering areas will be restricted and only essential vehicles will be allowed. This restriction will be in placed till the parade gets over," Gupta stated. Apart from this, there will be diversions on the roads leading to the parade route from Vijay Chowk to Red Fort. The traffic restriction will be in place on C-Hexagon after 9.15 pm on Saturday, he said. Delhi Police Crime Branch has apprehended Chanderkant Jha, a "serial killer" who had terrorised the national capital between 2006 and 2007 and evaded arrest for more than a year, an official said on Saturday. "Jha was on the run after jumping parole in October 2023. The 57-year-old was arrested from Old Delhi Railway Station on Friday following an intensive operation," Additional Commissioner of Police (crime branch) Sanjay Kumar Sain said. Jha, who had been serving a life sentence for three murders, carried a bounty of Rs 50,000 for his capture, he said. The officer further said that the Crime Branch formed a team which included senior police officers to locate Jha. "Over six months, the team traced Jha's network of family, friends, and associates. The Delhi Police claimed on Tuesday that a Class-12 student, who was recently apprehended for allegedly sending bomb threats to more than 400 city schools, is linked to an NGO that supports a political party. A police officer further said that during the investigation, they also got to know that the NGO had voiced support to Parliament attack convict Afzal Guru. "We were tracking e-mails and because of a virtual private network (VPN), it was difficult to track the origins. We also had to ascertain whether there was a terror angle to it," Special Commissioner of Police (Law and Oder) Madhup Tewari told a press conference at the police headquarters here. More than 50 companies of paramilitary forces and over 5,000 police personnel will be deployed across Delhi ahead of Republic Day celebrations and the upcoming Assembly polls, an official said on Thursday. Delhi Police on Wednesday held an inter-state coordination meeting with various law enforcement agencies to discuss security arrangements in the national capital. The meeting was chaired by Delhi Police Commissioner Sanjay Arora and was attended by senior police officers from Haryana, Punjab, Uttar Pradesh, Madhya Pradesh, Jharkhand, Uttarakhand, Bihar, Rajasthan, Chandigarh, and Jammu and Kashmir. "During the meeting, the senior police officers of the Delhi Police have demanded more than 50 paramilitary companies and cyber specialised officers to keep a strict vigil on any situation," a source in the police said.
