Raj: ED searches premises linked to ex-minister in Jal Jeevan Mission case

The Enforcement Directorate on Tuesday searched premises linked to former Rajasthan minister Mahesh Joshi and some others in a money laundering probe linked to alleged irregularities in the Jal Jeevan Mission, official sources said. Last year, the federal agency had conducted at least two rounds of raids in the case related to the central government programme. The locations linked to Joshi, a former minister of the public health engineering (PHE) department, are being searched under the provisions of the Prevention of Money Laundering Act (PMLA), the sources said. Joshi was denied a ticket by the Congress to contest from the Hawa Mahal seat in Jaipur in the recently held assembly polls in the state. The agency had earlier claimed that several middlemen and property dealers "aided" officials of the Rajasthan government's PHE department to siphon off "illegally earned" money from the Jal Jeevan Mission. Drinking water access have reached 72% households in India: Union minister

Union Jal Shakti Minister Gajendra Singh Shekhawat on Sunday said drinking water facilities have reached 72 per cent households in the country and the remaining will be completed by December 2024. When the Jal Jeevan Mission started in 2019, a little over 16 per cent of the households had access to drinking water facilities, Singh told a group of visiting journalists from Assam here. He emphasised that the implementation of the scheme is the responsibility of the state governments, and each state faces different geographical challenges and availability of water resources ranges from surplus to scarce. Meghalaya Chief Minister Conrad K Sangma said the northeastern state receives 63 billion cubic litres of water annually through rainfall but is able to retain only 1 billion cubic litres of water. He said this on Wednesday while launching the Meghalaya Water Smart Kid campaign, an initiative under the Jal Jeevan Mission (JJM) to create awareness about water conservation among children. "Meghalaya is one of the wettest places on earth. We receive about 63 billion cubic litres of water annually, of which 31 billion cubic litres flow to Bangladesh and 31 billion cubic litres flows to Assam," he said. Union Minister Prahlad Patel on Friday said Prime Minister Narendra Modi took the initiative to ensure every rural household in the country gets 55 litres of drinking water per person per day. Irregularities in execution of Jal Jeevan Mission: ED seizes cash, gold bar

Unaccounted cash of Rs 2.32 crore and a gold bar worth Rs 64 lakh were seized after searches in multiple cities of Rajasthan in a money laundering case linked to alleged irregularities in the execution of the Centre's Jal Jeevan Mission scheme, the Enforcement Directorate said on Monday. The raids were launched on September 1 at various premises located in state capital Jaipur, Alwar, Neemrana, Behror and Shahpura, it said in a statement The money laundering case stems from a Rajasthan anti-corruption bureau (ACB) FIR which alleged that Padamchand Jain, proprietor of Shree Shyam Tubewell Company, Mahesh Mittal, proprietor of Shree Ganpati Tubewell Company and others were involved in "giving bribes" to public servants in order to obtain illegal protection, obtaining tenders, getting bills sanctioned and covering up irregularities in respect of work executed by them in respect of various tenders received by them from the public health and engineering department (PHED). Rs 16,484 crore from the central fund under the Jal Jeevan Mission is lying unused with states and Union Territories, the government said on Monday. The mission aims to provide safe and adequate drinking water to all rural households by 2024. Water, being a state subject, the states plan, implement, operate and maintain supply schemes, Union Minister of State for Jal Shakti Prahlad Singh Patel said in response to a question in the Rajya Sabha. According to data shared by Patel, Rs 16,484 crore of central fund under the mission is lying unspent with the states and Union Territories. Haryana govt gives nod to engaging SHGs for rural water supply scheme

The Haryana Cabinet Tuesday gave a nod for introducing a new scheme for engaging Women Self-help Groups as service providers in the rural water supply scheme under the Jal Jeevan Mission (JJM). While promoting water conservation, the scheme also aims to give SHG members an opportunity to earn additional income as well as gram panchayats to increase revenue from the residents, said an official release here. The Cabinet, which met here under the chairmanship of Chief Minister Manohar Lal Khattar, approved a proposal regarding engaging SHGs for collection of water charges and other related services in rural areas. Under this scheme, the billing for water charges is proposed to be carried out by village water and sanitation committees which will engage SHG women members for sending online bills. Centre approves Rs 1,255-crore capital investment for Arunachal Pradesh

The finance ministry has approved a capital investment proposal of Rs 1,255 crore for Arunachal Pradesh in the current financial year, an official release said on Monday. Approval has been given under the scheme entitled Special Assistance to States for Capital Investment 2023-24'. The department of expenditure under the ministry has approved a total of Rs 56,415-crore capital investment for 16 states under the scheme for the current fiscal, it said. Capital investment projects in diverse sectors have been approved including health, education, irrigation, water supply, power, roads, bridges and railways. Funds for meeting the state share of Jal Jeevan Mission and Pradhan Mantri Gram Sadak Yojana have also been provided under the scheme to enhance the pace of the projects in these sectors, the release said. Among the 16 states, Bihar has the highest allocation with Rs 9,640 crore, followed by Madhya Pradesh (Rs 7,850 crore), West Bengal (Rs 7,523) and Rajasthan with Rs 6,026 crore.

Almost 4 lakh diarrhoeal disease deaths can be averted if Jal Jeevan Mission' meets its target of providing clean water to all rural households, according to a new study by the World Health Organisation. The government launched the Jal Jeevan Mission (JJM) in 2019, a nationwide programme that aims to provide all houses in rural areas with safe and adequate drinking water through individual tap connections by next year. The World Health Organization (WHO) was requested by the Ministry of Drinking Water and Sanitation to conduct a study to assess potential health gains and associated cost savings due to increased access in safely-managed drinking water services in India. The study found that, on an estimate, if the Jal Jeevan Mission provided safely-managed drinking water to all of India, this would result in averting almost 4 lakh deaths caused by diarrhoeal disease. According to official figures, till now 62 per cent rural households have been provided with tap water connection. "

Out of 19.44 crore rural households in the country, 12 crore have been provided with tap water connections under the Jal Jeevan Mission (JJM), official data showed. However, less than 50 per cent of the rural households in nine states and union territories, including Uttar Pradesh and Rajasthan, are among those to receive the connection. The lowest coverage was noted in Lakshadweep at zero per cent, the data suggested. Under the mission, the Centre aims to install tap water connections in all rural households by 2024. Tap water supply has been given to 9,06,846 schools, 9,39,909 Anganwadi centres and 3,87,148 lakh gram panchayat offices and community health centres (CHCs). Among states and UTs, Meghalaya has the lowest coverage of tap water connections in schools at 57 per cent, the data showed.

Implementation of the Jal Jeevan Mission in many parts of Meghalaya is facing hurdles due to drying up of water sources in the northeastern state, PHE Minister Marcuise N Marak said on Sunday. Jal Jeevan Mission aims to provide potable water at every doorstep in the country by 2024.
