With cyclone Midhili weakening into a deep depression, Tripura and Mizoram, which were battered by heavy rain the previous day, did not experience showers on Saturday, officials said. According to the latest IMD (India Meteorological Department) update, the cyclonic storm, after crossing the Bangladesh coast, has weakened into a deep depression and lay 50 km east-southeast of Tripura's capital Agartala. Mizoram's student body Mizo Zirlai Pawl (MZP) called off its agitation late on Thursday after the state government assured disbursement of scholarships following approval by the Election Commission. Earlier in the day, officials said that the scholarship money was not disbursed due to the model code of conduct being in place for the state assembly polls held on November 7 and that they were waiting for the Election Commission's nod. The counting of votes will take place on December 3. The Election Commission has decided to go ahead with the scheduled date for counting of votes for the Mizoram assembly polls on December 3, despite repeated appeals by various quarters to change it, a top official said on Thursday. As December 3 is a Sunday, all major political parties of the Christian-majority state, civil societies organisations and others had urged the poll panel to change the day as it will clash with church programmes. "I have discussed the matter with the Election Commission. Counting will be held as per the schedule announced by the commission," Mizoram Chief Electoral Officer Madhup Vyas told PTI. Vyas visited Delhi and talked to EC officials on the issue on Tuesday. Counting, unlike polling, does not involve common people and they are free to do what they like on December 3 as only the designated staff who work directly under the EC would be involved in the counting of votes, he said. The Election Commission on Friday removed three poll observers from duty for "misconduct" and violation of the code of ethics, sources said. The action was taken against two general observers deployed in Chhattisgarh and Madhya Pradesh and an expenditure observer in Mizoram, they said. In place of IAS officer Laltinkhuma Franklin in Chhattisgarh's Dantewara assembly constituency, Anurag Patel, another IAS officer, has been deployed as general observer. IAS officer R Girish will replace IAS officer Udaya Narayan Das as general observer in Madhya Pradesh Seoni Malwa and Hoshangabad assembly constituencies. IRS officer Gaurav Awasthi, an expenditure observer deployed in Lunglei district in Mizoram, has been removed. A conglomerate of major churches, political parties and other organisations in Mizoram, on Thursday appealed to the Election Commission to reschedule the date of counting of votes cast in the November 7 state Assembly election. Representatives of the bodies met the state chief electoral officer Madhup Vyas on Thursday and requested for the change in date for the third time. They also requested him to take steps to change the date of counting, a leader of Mizoram Kohhran Hruaitute Committee (MKHC), the church conglomerate, said. They also submitted a written appeal to the CEO requesting for a change in the date of counting from December 3, a Sunday, to either December 4 or 5, he said. As per the Election Commission's schedule the counting of votes in Mizoram will be held along with four other states - Chhatisgarh, Rajasthan, Madhya Pradesh and Telangana where Assembly elections are being held. The Election Commission has directed that voting will be held again in one polling station in Mizoram's Aizawl South-III constituency on Friday, officials said. The repolling was necessitated as voting personnel did not clear the mock poll there ahead of the assembly election held on Tuesday, they said. Voting will take place between 7 am and 4 pm in Muallungthu polling station on Friday. A total of 1,084 electors, including 548 female voters, are eligible to exercise their franchise in the polling station, the officials said. The Mizoram assembly elections passed off peacefully on Tuesday with over 77 per cent of 8.57 lakh electors casting their votes. The voting percentage is likely to increase, as final reports are yet to come from far-flung districts, they added.

Nearly 69 per cent of 8.57 lakh electors cast their votes till 3 pm on Tuesday in the Mizoram assembly elections, officials said. Polling, which began at 7 am, will continue till 4 pm. The voting percentage has been recorded at 68.96 in the first eight hours of polling, officials said. Of the 11 districts, Serchhip recorded the highest polling percentage of 77.78, followed by Khawzawl at 77.12 and Hnahthial at 74.96 till 3 pm, it added. The lowest turnout was recorded in Siaha at 52.02 per cent. Aizawl district (65.06) per cent and Saitual (68.08) also posted lower voting percentages compared to others.
