State-owned National Highways Authority of India (NHAI) on Friday said it has accepted first insurance surety bond for the monetization program of the upcoming bid of Toll Operate Transfer (TOT) Bundle 14 to boost liquidity and capacity of bidders. In a statement NHAI said, this will be the first time this innovative instrument is being utilized as a Bank Guarantee (BG) in the road infrastructure sector for monetization of bids. Insurance surety bonds are instruments where insurance companies act as 'surety' and provide the financial guarantee that the contractor will fulfil its obligation as per the agreed terms. The Ministry of Finance has made e-BG and Insurance Surety Bonds at par with Bank Guarantees for all government procurement. The National Highway Authority has the potential to monetise around Rs 2 lakh crore from its HAM assets between fiscals 2024 and 2027, according to a report. The authority's roads hold significant potential for asset monetisation in the medium term, and this is expected to be realised through an expanded portfolio of HAM (hybrid annuity model) assets and EPC (engineering, procurement and construction) projects, which have a monetisation capacity -- ranging from Rs 1.75 lakh crore to Rs 2 lakh crore during FY24-27, according to an analysis by Care Edge. The analysis is based on 306 HAM projects awarded to 62 distinct sponsors awarded between fiscal 2016 and 2023. National Highways Logistics Management Ltd (NHLML), an NHAI subsidiary, has signed an agreement for the development of Multi Modal Logistics Park (MMLP) in Bengaluru at an estimated cost of Rs 1,770 crore. "For effective review of design and construction of bridges, specialised structures and tunnels, the NHAI has set up a design division that will formulate policy and guidelines for planning, designing, construction and maintenance of bridges, structures, tunnels and RE walls on national highways across the country," a road, transport and highways ministry statement said. The Delhi High Court has directed the National Highway Authority of India (NHAI) to pay an arbitral award of Rs 1,204 crore to TK Toll Road Pvt Ltd (TKTR), a wholly-owned subsidiary of Reliance Infrastructure Ltd, according to an exchange filing. In the regulatory filing, Reliance Infrastructure Ltd said the High Court in its August 9 order has directed NHAI to deposit the amount with it and allowed TKTR to withdraw the same against the bank guarantee. "We wish to inform you that in the matter of arbitration between TKTR and NHAI, in an execution petition, the Delhi High Court, vide order its dated August 9, 2023 directed NHAI to deposit the awarded amount along with interest total sum of Rs 1,204 crore with the Delhi High Court and allowed TKTR to withdraw the same against the bank guarantee," the filing said. The amount will be utilised for debt reduction, the company said.
