Leader of Opposition Rahul Gandhi on Friday hit out at the government over key posts lying vacant in the National Commission for Scheduled Castes and urged Prime Minister Narendra Modi to fill them up to ensure that it effectively fulfils the responsibility of protecting the rights and interests of Dalits. The former Congress president said the vacant posts were a manifestation of the "anti-Dalit mindset" of the BJP government. The commission is a constitutional institution and weakening it is a direct attack on the constitutional and social rights of Dalits, he said In a post in Hindi on X, Gandhi said, "Look at another proof of the anti-Dalit mindset of the BJP government! Centre reviews PM-AJAY scheme, focuses on inclusive growth for SCs

Union Minister for Social Justice and Empowerment Virendra Kumar on Saturday chaired a meeting of the central advisory committee for PM-AJAY scheme, reviewing its progress and discussing strategies for the socio-economic upliftment of Scheduled Caste (SC) communities across India. The Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PMJAY) is aimed at reducing poverty among the SC communities through various initiatives like the generation of additional employment and improving socio-economic indicators in SC dominated villages. The meeting saw the participation of state cabinet ministers, senior officers from states and Union Territories, the Chairperson of the National Commission for Scheduled Castes, and representatives from key Union Ministries, including Finance, Agriculture, Rural Development, and Women and Child Development, along with NITI Aayog members, according to an official statement. Andhra govt sets panel for SCs sub-classification after top court's ruling

The Andhra Pradesh government on Monday appointed retired IAS officer Rajiv Ranjan Mishra as the one-man commission to look into the sub-categorisation within Scheduled Castes (SC) in the state following the Supreme Court ruling in favour of it. The Government of Andhra Pradesh has appointed Rajiv Ranjan Mishra, IAS (retired) as One Man Commission to enquire into the sub-classification within Scheduled Castes in the light of judgment of the Supreme Court dated August 1, 2024, said an official press release. The commission will visit the undivided districts of Eluru, Krishna and Guntur from December 27 to 30 to conduct meetings and receive representations from individuals or institutions familiar with the subject matter. Memoranda and representations can also be submitted in person or through registered post at the commission's office until January 9, 2025. In August, the top court had held that states are constitutionally empowered to make sub-classifications within the scheduled .

House panel flags concerns over lapses in tackling atrocities against SCs

A parliamentary panel has raised concerns over the failure of several states to establish the necessary mechanisms to effectively address cases of atrocities against Scheduled Castes (SCs). Highlighting persistent systemic gaps, the Standing Committee on Social Justice and Empowerment recommended that the central government should actively pursue the state governments to implement and strengthen the machinery required under the Protection of Civil Rights Act, 1955, and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. In its report tabled in Lok Sabha on Wednesday, the committee noted that despite the absence of financial constraints at the central level, many states were not utilising available funds or taking necessary actions to address these issues. The committee underscored that tackling atrocities against SCs requires "sincere and coordinated" efforts by state governments, supported by central resources. Over 67% sewer, septic tank workers belong to SC category: Govt tells LS

Over 67 per cent of sewer and septic tank workers (SSWs) in India belong to the Scheduled Caste category, according to official data. In a written response to a question in the Lok Sabha, Union Minister of State for Social Justice and Empowerment Ramdas Athawale said that out of 54,574 validated sewer and septic tank workers profiled under the 'National Action for Mechanised Sanitation Ecosystem' (NAMASTE) scheme, 37,060 are from the SC category. The statistics further show that 15.73 per cent of the workers belong to the Other Backward Classes (OBCs), 8.31 per cent are from the Scheduled Tribes (STs), while only 8.05 per cent come from the General category. In total, 57,758 workers across 33 States and Union Territories have been profiled, out of which 54,574 have been validated. ST panel urges Centre, states to take policy action for displaced tribals

The National Commission for Scheduled Tribes has asked the Union Home Ministry and Chhattisgarh, Maharashtra, Andhra Pradesh, and Odisha to submit a detailed report on the status of the Gottikoya tribals, who were displaced from Chhattisgarh due to Maoist violence and are now reportedly living in neighbouring states in difficult conditions, excluded from social security benefits. Over 47K complaints filed with NCSC; caste, land disputes among issues

Over 47,000 complaints have been received by the National Commission for Scheduled Caste in the last four years, according to official data, with atrocities against Dalits, and disputes related to land and governments jobs being the main issues. As per information shared by the NCSC in response to an RTI filed by PTI, 11,917 complaints were received in 2020-21, 13,964 complaints registered in 2021-22, 12,402 in 2022-23 and 9,550 complaints so far in 2024. Speaking to PTI about the data, NCSC chairperson Kishor Makwana said the most common complaints received by the commission are related to atrocities against the Scheduled Castes community, followed by land disputes and issues related to services in the government sector. "In a bid to address the complaints speedily, from next month, me or my members would be visiting the state offices and looking into the issues faced by the people there," he said. The Supreme Court has dismissed a batch of pleas seeking review of its judgment which held that states are constitutionally empowered to make sub-classifications within the Scheduled Castes for granting reservation. A seven-judge Constitution bench comprising Chief Justice D Y Chandrachud and Justices B R Gavai, Vikram Nath, Bela Trivedi, Pankaj Mithal, Manoj Misra and Satish Chandra Sharma said there is no error apparent on the face of the record. The top court also rejected applications for listing the review petitions in open court. Justice Trivedi, who had written a separate dissenting judgment in the case, was also part of seven-judge bench which dismissed the pleas seeking review of the majority verdict.
