MCD passes schedule of taxes in civic budget 2023-24, says official

The Municipal Corporation of Delhi passed the "schedule of taxes" in the civic budget 2023-24 on Wednesday, a senior official said. The unprecedented move comes as Delhi is still to get a mayor, despite three attempts to hold the mayoral election. "The Corporation passed the schedule of taxes (in civic budget 2023-24) today," the official said. It was passed by the special officer of the MCD. The taxes, rates and cesses leviable in the year 2023-24 will remain the same that are prevalent as on today, the MCD said in a statement. The municipal commissioner had presented the MCD budget in December which included the revised budget estimate for 2022-23 and budget estimate for 2023-24, an official source had said. "The Corporation will pass the schedule of taxes (in civic budget 2023-24) tomorrow (Wednesday). MCD councillors in Delhi will declare their assets to the municipal secretary as the new mayor of Delhi is yet to be elected and the mayoral office is not in existence yet, a senior official said on Tuesday. According to the statutory requirement under the DMC Act 1957, a councillor shall, not later than 30 days after taking oath, and before the last day of the same month in each succeeding year, file with the mayor, the declaration of the assets owned by him and his or her family members -- spouse and dependent children. "Since the mayoral election has not been held till date, the councillors are required to submit these details to the office of the municipal secretary as he is the custodian of the papers of the municipal House," the senior official said. Rs 1,000 cr to be spent by Delhi govt on G20 summit prep, related events

It is estimated that more than Rs 1,000 crore will be spent by various Delhi government agencies on the preparations for the G20 summit and related events to be held in the city in the coming months, officials said on Monday. Apart from upgrading the civic infrastructure, the beautification work and such other preparations by various departments of the city government and the New Delhi Municipal Council (NDMC) will cost Rs 1,084 crore, they added. Delhi will host the main summit meeting of the G20 (Group of 20) countries and seven other related events, starting March. Earlier this month, Deputy Chief Minister Manish Sisodia had written a letter to the Centre, seeking a grant of Rs 927 crore to take up special development projects for the G20 summit. According to the officials, 26 Delhi government departments and central agencies are working on the preparations for the summit. LG approves Feb 16 for convening of MCD House; 4th meeting to elect mayor

Delhi Lt Governor VK Saxena has given his approval to convene the next session of the MCD House on February 16 for election to the post of mayor, his office said on Sunday. This will be the fourth meeting of the Municipal Corporation of Delhi (MCD) House since December's civic polls to elect the mayor. The last three meetings were adjourned amid ruckus and commotion over the decision to give voting rights to the aldermen. The government had sent the proposal to hold the House session on February 16 and Saxena accepted it, the Lt Governor's Office said. MCD drafts 'Vision@2047' to improve education with infra upgrade, tech

The MCD has prepared a roadmap to improve the quality of primary education in Delhi with a 'vision document' focussing on the development of sports infrastructure, safety and hygiene in schools, and educating students about gender equality. Under 'Vision@2047', the Municipal Corporation of Delhi will focus on various initiatives to bolster its mechanism to impart primary education into a result-oriented system, officials said. "Marching forward with Prime Minister Narendra Modi's vision to make India a developed nation by 2047 under the 'Azadi Ka Amrit Mahotsav' and to improve the quality of primary education in Delhi, the education department of the Municipal Corporation of Delhi has prepared a roadmap -- 'Vision@2047'," the MCD said in a statement. SC seeks replies from LG's office on holding of mayoral election in MCD

The Supreme Court on Wednesday sought responses from the office of Lieutenant Governor of Delhi, pro tem presiding officer Satya Sharma of MCD and others on a plea filed by Aam Aadmi Party's (AAP) mayoral candidate Shelly Oberoi seeking early holding of mayoral election for the civic body. A bench of Chief Justice DY Chandrachud and Justices PS Narasimha and JB Pardiwala said it is issuing notice on the plea and seeking the replies from them by next Monday. Senior advocate AM Singhvi pointed that the session of the House was called three times but no election for the Mayor was held. We have several objections including that the pro tem presiding officer of the MCD is insisting on holding elections for Mayor, Deputy Mayor and members of standing committee all at once. AAP, BJP making mockery of people's mandate in MCD poll: Congress

The Delhi Congress on Monday lashed out at the BJP and the AAP, accusing them of stalling the mayoral elections and making a "mockery" of people's mandate in the MCD polls. Delhi Congress president Anil Chaudhary alleged that the AAP has betrayed the people of Delhi by "disrupting" the poll for the third time. He also accused the AAP councillors of clashing with the BJP councillors on the issue of allowing alderman to vote. HC unhappy over unhealthy pattern of authorities not filing reports in time

The Delhi High Court has expressed displeasure over an "unhealthy pattern" of government authorities, state departments and corporations not filing replies and status reports on petitions in time and warned them of imposing costs if time schedule for pleadings is not adhered to. The high court observed that usually all the governmental authorities, despite specific directions, are unable to file affidavits within the specified time schedule and choose to do so just one or two days before the date of hearing. "The court is constrained to observe that there is an unhealthy pattern of governmental authorities, state departments and corporations not filing the counter affidavits and status reports as per the timelines prescribed by the court... MCD receives property tax of Rs 55.37 crore under SAMRIDDHI amnesty scheme

The Municipal Corporation of Delhi has received property tax of Rs 55.37 crore under a one-time amnesty scheme launched in October 2022, officials said. The Strengthening and Augmentation of Municipal Revenue for Infrastructure Development in Delhi (SAMRIDDHI) scheme came into effect on October 26 and it will end on March 31, 2023, with no further extension. Under this scheme, property owners of authorised and regularised colonies can settle all property tax related liabilities by paying property tax of the residential properties for the current year and previous five years. For commercial properties, owners can pay the principal amount of the last six years and get a waiver on the previous dues, including penalty and interest, the MCD had earlier said. So far 29,954 citizens have taken advantage of this scheme, and have settled their property tax related cases, out of which four cases were those which were pending in courts. MCD House ruckus: AAP workers protest outside BJP headquarters
