Police have arrested four more persons in connection with the lynching of a Dalit man by villagers who mistook him for a thief in the Unchahar area of Raebareli district, officials said on Wednesday. Police said the stringent Gangsters Act and the National Security Act (NSA) will be invoked against the accused, and cautioned against attempts to give the incident a casteist slant, saying the accused were unaware of the victim's caste. While the NSA empowers states to detain individuals to prevent them from acting in a manner "prejudicial to the defence of India" with a maximum detention period of 12 months, which can be revoked earlier, the Uttar Pradesh Gangsters and Anti-Social Activities (Prevention) Act, 1986, is aimed at combating organised crime by making special provisions to deal with gangsters and anti-social activities. The Centre on Friday informed the Delhi High Court that it was withdrawing its decision granting nod to the release of the film 'Udaipur Files - Kanhaiya Lal Tailor Murder', which is scheduled to hit the theatres on August 8. A bench of Chief Justice Devendra Kumar Upadhyaya and Justice Tushar Rao Gedela, which was hearing two pleas challenging the Centre's decision allowing the release of the movie, directed the parties to the revision plea to appear before the government on August 4 and make their submissions. The court said no further notice was required to be issued to the parties to appear before the revisional authority, and directed that they should not seek adjournment on their appearance on Monday. "After hearing the parties, appropriate decision as per the law should be taken by the revisional authority on the revision petitions by August 6," the bench said. Police have so far arrested at least 25 people in connection with a mob attack on Channagiri police station, officials said on Monday. A police station was vandalised in Channagiri town in Davangere district and several vehicles were damaged by a violent mob over an alleged custodial death, during the small hours of Saturday. At least 11 police personnel were injured in the incident. The Criminal Investigation Department has now been handed over the probe into the case. Police said they have arrested 25 people in connection with a mob attack on the police station, personnel and properties under sections 353 (Assault or criminal force to deter public servant from discharge of his duty) and 307 (Attempt to murder) of IPC, and the suspects have been remanded in judicial custody. Maharashtra Chief Minister Eknath Shinde handed over cheques of Rs 5 lakh each to kin of three persons, including two sadhus, lynched by a mob in Palghar district in 2020. He handed over the cheques while attending a function in Virar here on Saturday. Delhi LG V K Saxena has approved amendment in the Delhi Victims Compensation Scheme 2018, enabling the payment of ex gratia to the victims of mob violence and lynching, Raj Niwas officials said on Friday. They added the Supreme Court had in 2018 directed state governments to prepare such a scheme within a month but the Delhi government took five years to submit a proposal, they added. According to the changes in the scheme, the definition of 'victim' has been amended to include the guardian or legal heir of a person who has suffered loss or injury or death as a result of mob violence and mob lynching. Interim relief has been proposed to be paid to the victim(s) or the next of the kin of the deceased within 30 days of the incident, the official said. Amid demand by members for a separate law to curb mob lynching, Home Minister Amit Shah on Wednesday said in Rajya Sabha that the government has set up a committee to suggest necessary amendments in the Indian Penal Code (IPC) and Code of Criminal Procedure (CrPC) to deal with it. Responding to a series of queries during Question Hour, Shah said he has also written to all state chief ministers and governors to send recommendations on making changes to IPC and CrPC after consulting with experienced investigating officers and public prosecutors "Under the Bureau of Police Research and Development (BPR&D), a committee has been set up to make changes in the IPC and CrPC.
