RS refers IPC, CrPC, Evidence bill replacements to Home Affairs committee

Rajya Sabha Chairman Jagdeep Dhankhar on Friday referred the three proposed laws that will replace IPC, CrPC and the Evidence Act to the Standing Committee on Home Affairs for examination and asked it to report back within three months. The bills -- the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and the Bharatiya Sakshya Bill -- were introduced in the Lok Sabha by Home Minister Amit Shah on August 11. The bills, once passed, will replace the Indian Penal Code (IPC), Code of Criminal Procedure (CrPC) and the Indian Evidence Act respectively. "Members are informed that on 18th August, 2023, the Chairman, Rajya Sabha in consultation with the Speaker, Lok Sabha has referred the Bharatiya Nyaya Sanhita, 2023; the Bharatiya Nagarik Suraksha Sanhita, 2023; and the Bharatiya Sakshya Bill, 2023, as introduced in the Lok Sabha and pending therein, to the Department-related Parliamentary Standing Committee on Home Affairs, for examination and report within three months," ...

Rahul Gandhi, Cong MP Amar Singh nominated to House panel for defence

Days after his Lok Sabha membership was restored, Congress leader Rahul Gandhi was on Wednesday nominated to the parliamentary standing committee on defence. Congress MP Amar Singh too has been nominated to the committee, according to a Lok Sabha bulletin. Newly elected Aam Aadmi Party member of Lok Sabha Sushil Kumar Rinku has been nominated to the committee on agriculture, animal husbandry and food processing. Rinku had recently won the Jalandhar Lok Sabha bypoll and is the sole AAP member in the Lower House of Parliament. NCP's Faizal P P Mohammed, whose Lok Sabha membership was restored in March, has been nominated to the committee on consumer affairs, food and public distribution. In a dig at Congress, Union minister Narendra Singh Tomar on Sunday said the launch of Rahul Gandhi has failed once again as Prime Minister Narendra Modi put forth all facts regarding Manipur in Parliament. He also said the Centre was extending all possible help to the affected people in Manipur and peace will be restored in the restive north-eastern state soon. Tomar, the convener of the BJP Election Management Committee for MP, alleged the Congress was playing "dirty politics" and was trying to defame the BJP in Madhya Pradesh with a fake letter regarding "50 per cent commission". "This time also the launch of Rahul Gandhi has failed, Tomar told reporters here when asked about PM Modi's long speech in Parliament in reply to the no-confidence motion debate recently. CBFC certification dipped to 8,299 in Covid year: Parliamentary panel

Film certification dipped to 8,299 films in 2020-21, the Covid-19 year, as against a high of 22,570 in the pre-pandemic year of 2018-19, the Information and Broadcasting Ministry told a Parliamentary panel. The Covid-19 year also saw the Central Board of Film Certification (CBFC) prescribing modifications or cuts to 17.77 per cent of the total 8,299 films submitted for certification, the report said. The CBFC issues about 20,000 certifications for films every year across different categories such as Indian long films, Indian short films, foreign long films and foreign short films, the ministry told the Parliamentary Standing Committee on Communications and Information Technology which reviewed the functioning of the CBFC. According to information furnished to the Committee, a total of 22,570 films were certified in 2018-19, 20,593 in 2019-20, 8,299 in 2020-21 and 12,719 in 2021-22. 7 new laws, including Delhi services bill, receive Presidential assent

BJP not allowing its own Manipur MP to speak in Parliament: Congress

The Congress on Saturday accused the BJP of not allowing its own Manipur MP and Union minister of State Rajkumar Ranjan Singh to speak in Parliament, and said it was an insult to the entire state. The party also accused BJP of "insulting" the army by making statements that allegedly questioned the valour of the forces. Congress general secretary Jairam Ramesh alleged the divisive politics of the BJP set Manipur on fire and the state still continues to burn. "BJP MP from Manipur was not allowed to speak in Parliament even after requesting. This is not only unfortunate but an insult to the entire Manipur. Suspended MPs will not be able to attend meetings of parliamentary panels

Congress leader in Lok Sabha Adhir Ranjan Chowdhury and some other MPs suspended from Parliament will not be able to attend the meetings of parliamentary committees of which they are a member or chairperson till their suspension is revoked. Chowdhury, who heads the all-important Public Accounts Committee, will not be able to take part in its meeting. Similarly, he will not be allowed in the meetings of the Parliamentary Standing Committee on Home Affairs of which he is a member till his suspension continues. He is also a member of the business advisory committee of the Lok Sabha, the General Purposes Committee, the Parliamentary Budget Committee and the Consultative Committee on Defence. Parl functioned for less than half of scheduled time in Monsoon Session

Lok Sabha functioned for only 43 per cent of its scheduled time and Rajya Sabha 55 per cent in the just-concluded Monsoon session but legislative activity remained high with 23 bills being passed, data compiled by a think tank shows. According to data compiled by PRS Legislative Research, the lower house had 17 sittings, which lasted for about 44 hours 15 minutes. The debate on no-confidence motion lasted for 19 hours and 59 minutes, and 60 members participated in the discussion. The motion was negated through voice vote. Twenty-three bills were passed during the session, which include The Government of National Capital Territory of Delhi (Amendment) Bill, The Digital Personal Data Protection Bill, The Forest (Conservation) Amendment Bill, and The Mines and Minerals (Development and Regulation) Amendment Bill, among others. Defence allocation went up from Rs 0.81 cr to Rs 1.32 trillion: Govt

There is "no meagre allocation" of resources for defence modernisation, and allocation for it under total capital outlay for defence services has gone up from Rs 80,959.08 crore in financial year 2019-20 to Rs 1,32,301.27 crore in 2023-24, the government informed the Parliament on Friday. Minister of State for Defence Ajay Bhatt said this in response to a query in Lok Sabha. The minister shared data on the "projected and allocated funds under Capital Acquisition (Modernisation Budget) in BE 2023-24". "There is no meagre allocation of resources for defence modernisation and allocation for modernisation under total Capital Outlay for defence services has gone up from Rs 80,959.08 crore in FY 2019-20 to Rs 1,32,301.27 crore in FY 2023-24," he said in his response.
