Russia and Ukraine swapped accusations of deadly drone strikes on civilian areas of their countries Monday as Ukrainian President Volodymyr Zelenskyy anticipated a very intense week of diplomacy at the UN General Assembly in New York, where the Security Council was expected to discuss the more than three-year war. Zelenskyy has tried to give momentum to a US-led peace effort, offering a ceasefire and a summit meeting with Russian President Vladimir Putin. Moscow has taken issue with some of the proposals, however, and an end to the bloodshed appears no closer. Additionally, international concerns have mounted recently that the fighting could spread beyond Ukraine's borders as European countries rebuked Russia for what they said were provocations. 3 killed, dozens injured as Russia launches large-scale attack on Ukraine

Russia launched a large-scale missile and drone attack targeting regions across Ukraine early on Saturday, killing at least three people and wounding dozens more, Ukrainian officials said. Ukrainian President Volodymyr Zelenskyy said attacks took place across nine regions, including Dnipropetrovsk, Mykolaiv, Chernihiv, Zaporizhzhia, Poltava, Kyiv, Odesa, Sumy and Kharkiv. The enemy's target was our infrastructure, residential areas and civilian enterprises, he said, adding that a missile equipped with cluster munitions struck a multi-story building in the city of Dnipro. Each such strike is not a military necessity but a deliberate strategy by Russia to intimidate civilians and destroy our infrastructure, he said in a statement on his official Telegram. UN Security Council votes down effort to halt Iran snapback sanctions

A UN Security Council resolution aimed at halting the reimposition of sanctions on Iran over its nuclear programme failed Friday after weeks of last-ditch diplomatic talks appeared to break down days before the annual United Nations gathering of world leaders. The resolution put forth by South Korea, the current president of the 15-member council, did not garner the support of the nine countries required to halt the series of sanctions from taking effect at the end of the month, as outlined in Iran's 2015 nuclear deal with world powers. Estonia says 3 Russian fighter jets violated its airspace for 12 minutes

Estonia summoned a Russian diplomat to protest after three Russian fighter aircraft entered its airspace without permission on Friday and stayed there for 12 minutes, the Foreign Ministry said. Foreign Minister Margus Tsakhna said that Russia had already violated Estonian airspace four times this year but today's incursion, involving three fighter aircraft entering our airspace, is unprecedentedly brazen. His ministry said that the incursion took place over the Gulf of Finland and three Russian MIG-31 fighters were involved. The Russian charge d'affaires was summoned and given a protest note, a ministry statement said.

Russia proposes localisation of large and small nuclear plants in India

Russia has offered India cooperation in localisation of large and small nuclear power plants as part of a civil nuclear energy collaboration between the two countries, it was announced Friday. Russia is currently building the Kudankulam nuclear power plant (NPP) in Tamil Nadu. According to Rosatom, the state atomic energy corporation, its Director General Alexey Likhachov made the offer during his meeting with the Indian delegation on the sidelines of the 69th annual session of the General Conference of International Atomic Energy Agency (IAEA) in Vienna from September 15-20. Talks with India one of Rosatom's strategic partners centred on expanding collaboration in peaceful nuclear energy. Powerful magnitude-7.8 earthquake shakes Russia's far east Kamchatka region

A powerful 7.8 magnitude earthquake has struck near the east coast of Russia's Kamchatka region, the US Geological Survey said. There were no immediate reports of damage. The quake's epicenter was 127 km east of Petropavlovsk-Kamchatsky and it struck at 6:58 am Friday local time, according to the USGS. It had a depth of 19.5 km. The Pacific Tsunami Warning System briefly issued a tsunami threat but later lifted it. The initial quake was followed by a series of aftershocks of up to magnitude 5.8. The remote Kamchatka region has been hit by a series of powerful earthquakes over the past two months, including ones of magnitude 8.8, and two of magnitude 7.4.

British, Lithuanian and Latvian authorities have detained people on suspicion of carrying out intelligence-related activities on behalf of Russia in the latest of a string of incidents to be linked to Moscow by Western officials. Bulgaria arrests Russian ship owner wanted in 2020 Beirut port blast case

Bulgarian authorities confirmed on Tuesday they have arrested a Russian ship owner wanted in Lebanon whose vessel is linked to a cargo of ammonium nitrate at the centre of the massive 2020 port explosion in Beirut. Igor Grechushkin, 48, was arrested at Sofia International Airport on September 6 upon arriving from the Cypriot city of Paphos, according to Zdravko Samuilov, head of the border police at the airport in the Bulgarian capital. Grechushkin, who holds a dual Russian-Cypriot citizenship, did not resist arrest, cooperated, and nothing suspicious was found in his luggage, the police chief said. The arrest, which was first reported by Lebanese officials on Tuesday, was based on an Interpol red notice. Following a court order, Grechushkin was placed in detention for a maximum of 40 days, Samuilov said.
