Travel restrictions on bureaucrats let them know something big was to happen soon

Is the government finally going to shake off its policy paralysis? The information officer in a key ministry suggested as much when he told journalists on Thursday to expect something big. He inferred this, he said, because he had been given instructions not to travel out of the capital for the next three or four days. These days, though, that could mean the possibility of a big scam as much as a significant policy announcement.
