Unify All But Apples And Bananas

The Agricultural Produce (Grading and Marking) Act was passed in 1937. This provides for grading and marking of agricultural produce (fruit, vegetables, eggs, dairy produce, tobacco, coffee, hides and skins). If necessary norms are satisfied, the Agmark label can be used. I have accumulated 113 rules issued under this statute and I keep wondering why these rules cannot be unified. Let me take apples and bananas as examples to illustrate what I mean. We have the Apples (Grading and Marking) Rules of 1984 and the Banana (Grading and Marking) Rules of 1980. Naturally, in each case, norms are respectively prescribed for apples and bananas and these cannot be unified. But consider the rest. The apple rules say,
