Rivers in spate after heavy rain in Bihar, CM urges officials to stay alert

The water levels in several rivers in Bihar have risen due to heavy rain in the last 24 hours, officials said on Sunday. Chief Minister Nitish Kumar directed all officials concerned to remain alert. According to the latest district-wise rainfall bulletin issued by the Meteorological Department on Sunday, "Light to moderate rain was recorded in many districts, including Patna, Banka, Muzaffarpur, Begusarai, Bhagalpur, Bhojpur, Buxar, Gayaji, Jehanabad, Kaimur, Katihar, Khagaria, Munger, Nalanda and Vaishali since August 2." Several key roads and many low-lying areas in Patna were waterlogged following incessant rain in the state capital on Sunday. ED flags ₹131 crore sand mining scam to Bihar govt, seeks fresh FIR

The Enforcement Directorate has written to the Bihar government flagging an alleged over Rs 131 crore worth sand mining scam in Banka district of the state that has potential links to certain politicians and their associates, official sources said. The federal probe agency's communication was sent a few weeks back and it came in the backdrop of a 2023 'Lok Adalat' (alternate dispute redressal platform) proceeding during which the alleged criminal offence was "compounded" and the accused were let off with a monetary penalty, the sources told PTI. The case began with the Banka police filing as many as seven criminal FIRs between 2017 and 2018 against a company named Mahadev Enclave and its promoters to probe the alleged illegal sand mining in the district. The Supreme Court on Tuesday said the Election Commission (EC) is a constitutional authority and it is deemed to act in accordance with law, but if there is mass exclusion in the special intensive revision (SIR) of electoral rolls in Bihar, the court will step in. A bench of Justices Surya Kant and Joymalya Bagchi fixed a timeline for considering a batch of pleas challenging the Election Commission's SIR exercise in Bihar, and said that hearing on the issue will be held on August 12 and 13. Senior advocate Kapil Sibal and advocate Prashant Bhushan, appearing for petitioners, once again alleged that people are being left out from the draft list to be published on August 1 by the poll panel, and they will lose their crucial right of voting. Draft Bihar poll roll not final list, clarifies Election Commision

The Election Commission on Sunday hit out at those who, it claimed, were creating an impression that the draft voters' list to be published in Bihar will be the final roll. The poll authority said it is "not able to understand" that when a full one-month period from August 1 till September 1 is available to point out wrongful inclusion or wrongful exclusion of any name, "why are they creating such a big fuss now?" The EC's statement came on the conclusion of the month-long phase one of Bihar's Special Intensive Revision (SIR) of the voters' list, where house-to-house surveys were held to distribute semi-filled enumeration forms to the electorate that were to be returned after being filled up. Bihar electoral roll: EC receives enumeration forms from 91.69% of voters

As the month-long first phase of the Special Intensive Revision (SIR) of Bihar's electoral roll has concluded, the Election Commission (EC) said on Sunday that enumeration forms from 7.24 crore or 91.69 per cent voters of the state have been received. The poll panel also said 36 lakh people were found to have either permanently shifted from their previous addresses or were not found. It pointed out that seven lakh Bihar voters were found to have enrolled themselves at multiple places. The first phase of the SIR related to distributing and receiving back enumeration forms ended on Friday (July 25). The EC said booth-level officers did not find these electors or get back their enumeration forms because they have either become voters in other states or Union territories, or were not found in existence, or did not submit the forms till July 25. State-owned NTPC Green Energy Limited has plans to set up renewable energy and battery energy storage projects (BESS) in Bihar, a move which will increase the company's portfolio and presence in the clean energy space. The company has signed a Memorandum of Understanding (MoU) with Bihar State Power Generation Company Limited (BSPGCL) to take forward its plans. Bihar govt to constitute commission for upliftment of sanitation workers

Bihar Chief Minister Nitish Kumar on Sunday announced that the state government would soon constitute a 'Safai Karmachari Commission' for the socio-economic upliftment of sanitation workers. He announced the decision in a post on X. "I am pleased to inform that I have directed the department to constitute the Bihar State Safai Karmachari Commission to ensure the protection, welfare, rehabilitation, social upliftment, grievance redressal, and monitoring of various welfare schemes for the rights and interests of sanitation workers in Bihar," the chief minister said. Bihar govt hikes monthly pension of retired journos by ₹9K ahead of polls

Chief Minister Nitish Kumar on Saturday announced an increase in the pension of retired journalists under the 'Bihar Patrakar Samman' scheme by Rs 9,000 per month. Now, all eligible retired journalists, registered with the Bihar government, will receive Rs 15,000 per month instead of the earlier monthly emolument of Rs 6,000. The decision comes ahead of assembly polls scheduled later this year. Bihar failed to submit utilisation reports for ₹70,000 cr projects: CAG

The Comptroller and Auditor General (CAG) has pulled up the Bihar government for failing to submit utilisation certificates for projects worth Rs 70,877 crore. The report of the CAG on State Finances for the year 2023-24 was tabled in the state assembly on Thursday. "Despite the requirement of submitting UCs within the stipulated time period, 49,649 outstanding UCs of Rs 70,877.61 crore were not received by the Accountant General (Accounts & Entitlements), Bihar, as on March 31, 2024," it said. In the absence of UCs, there is no assurance that funds disbursed have been used for the intended purpose, the report said. "Moreover, high pendency of UCs is fraught with the risk of embezzlement, misappropriation and diversion of funds," it said. Of the total Rs 70,877.61 crore, Rs 14,452.38 crore pertained to the period up to 2016-17. Bihar SIR: Over 5.2 mn voters not found at addresses; 1.8 mn found dead

During house-to-house visit in the ongoing Special Intensive Revision (SIR) of electoral roll in Bihar, poll officials have so far found that more than 52 lakh voters were not present at their addresses and another 18 lakh have died. The Election Commission said on Tuesday that 26 lakh electors have shifted to different constituencies, while another seven lakh have enrolled at two places. Poll officials in the state have shared detailed lists of the 21.36 lakh electors whose enumeration forms have not been received so far and also of the nearly 52.30 lakh who are reportedly deceased or permanently shifted or have enrolled at multiple places.
