BSP chief Mayawati Wednesday said neither the freedom fighters nor the architect of the Indian Constitution Bhimrao Ambedkar would have thought that more than 81 crore poor people of the country would be dependent on free foodgrains from government as she slammed the Centre for rising inflation. Paying tributes to Ambedkar on his death anniversary, she said the condition of the poor, labourers, farmers, small businessmen, and the middle class could have been improved considerably had the Constitution been implemented in the right manner. Tamil Nadu seeks Rs 5K cr Central aid for flood-ravaged Chennai: DMK MP

An interim Central assistance of Rs 5,000 crore has been sought by the Tamil Nadu government to provide relief to people and rebuild infrastructure damaged by incessant rains in Chennai and some other districts of the state. Raising the issue through a zero-hour mention in the Rajya Sabha, Tiruchi Siva, a leader of the DMK which rules the state, said heavy rains due to severe Cyclone Michaung have submerged Chennai and other districts. At least nine people, including a child, were killed in the flooding and the havoc caused hours before the cyclone was due to make landfall. Cars were swept and airport operations shut down as the streets of Chennai got inundated. "Roads have become rivers because of non-stop running waters and rivers have become like seas... all the water bodies are overflowing. Many tanks have been breached," he said. Disbursal of Rs 79 cr under PLI for white goods expected in last quarter

The government is expected to disburse Rs 79 crore fiscal incentives under PLI for white goods in the last quarter of this financial year as certain selected beneficiary firms have started production, a senior official said. The production linked incentive (PLI) scheme on white goods seeks to encourage domestic manufacturing of air conditioners and LED light components. The official also said that the target of Rs 11,000 crore incentive disbursement for different sectors under the scheme during the current fiscal may fall short. "Lot of the disbursement will come in the last fiscal. Lot of projects are in gestation period. In the white goods sector, we are expecting about Rs 79 crore disbursement in the last quarter," the official said. Of the 64 selected beneficiaries of the PLI scheme under the white goods segment, 15 have started production. These 15 beneficiaries had opted for a gestation period of up to March 31, 2022. Govt to approve 10-11 testing labs set ups for cotton, textiles by Dec 16

The government is planning to approve setting up of 10-11 testing laboratories across the country to ensure high quality of cotton and textiles for both the domestic consumers as well as for the export markets, Union Minister Piyush Goyal said on Saturday. "I have discussed with the Textile Ministry, the Consumer Affairs Department, who will work together with the Bureau of Indian Standards (BIS) for setting up high quality cotton and textile testing laboratories," Goyal, the Union Minister for Textiles, Commerce and Industry, Consumer Affairs and Food and Public Distribution, said. "In the next 15 days, by December 16, we will approve a series of laboratories across the country with an investment of about USD 6-7 million," he said. Kerala objects to Centre's call to deduct Rs 332 cr from IGST settlement

The Kerala government on Saturday raised an objection to a deduction of around Rs 332 crore from the settlement of Integrated Goods and Services Tax (IGST) for November 2023 to the state and said it will affect the fiscal situation in the southern state. Addressing the media here, state Finance Minister K N Balagopal said it was not clear as to why this amount was deducted in this manner or what are the calculations underlying such deduction. The senior Left leader also said that a letter in this regard was sent to Union Finance Minister Nirmala Sitharaman seeking her "urgent intervention". He said an amount of approximately Rs 332 crore was deducted from the settlement of IGST towards "adjustment of advance apportionment to make up the shortfall in the IGST balance". Govt to convene all party meet on Sat ahead of Parliament winter session

Ahead of the Winter session of Parliament, the government has convened a meeting of floor leaders of political parties in the Lok Sabha and Rajya Sabha on Saturday. The Winter session of Parliament begins on December 4 and will have 15 sittings till December 22, during which it is expected to consider key draft legislations, including three bills to replace the colonial era criminal laws. Parliamentary Affairs Minister Pralhad Joshi will hold the meeting on Saturday which is expected to be attended by senior leaders, including Defence Minister Rajnath Singh and Commerce Minister Piyush Goyal. Currently, 37 Bills are pending in Parliament of which 12 are listed for consideration and passing, and seven Bills for introduction, consideration and passing. Govt allows export of certain amount of wheat, broken rice to 5 countries

The government has permitted exports of specified quantities of wheat, wheat flour and broken rice to five countries, including Bhutan, Mali and Indonesia, a notification said on Thursday. The quantity notified for Bhutan includes 14,184 tonnes of wheat grain, 5,326 tonnes of atta, 15.226 tonnes of maida/semoline, and 48,804 tonnes of broken rice. Broken rice shipments are also permitted to Mali (1 lakh tonnes), Senegal (5 lakh tonnes in six months), Gambia (50,000 tonnes in six months), and Indonesia (2 lakh tonnes). The export is permitted through National Cooperative Exports Limited (NCEL), the Directorate General of Foreign Trade (DGFT) said in a notification. NCEL is a company set up with cooperative societies as its promoters. Though exports of wheat and broken rice were banned to boost domestic supply, outbound shipments are allowed on the basis of permission granted by the government to certain countries to meet their food security needs and on request. Joshimath crisis: Govt approves Rs 1,658 cr recovery, reconstruction plan

The Centre on Thursday approved a Rs 1658.17 crore recovery and reconstruction plan for Joshimath in Uttarakhand which was affected by landslide and ground subsidence earlier this year. The decision was taken by a high level committee, headed by Union Home Minister Amit Shah, according to an official statement. The committee approved the Recovery and Reconstruction (R&R) plan of Rs 1658.17 crore for Joshimath, the statement said. Under this plan, Rs 1079.96 crore of central assistance will be provided from the recovery and reconstruction window of the National Disaster Response Fund (NDRF). The Uttarakhand government will provide Rs 126.41 crore from its State Disaster Response Fund (SDRF) towards relief assistance and Rs 451.80 crore from its state budget, including land acquisition cost for resettlement of Rs 91.82 crore. Bills to replace criminal laws among 18 listed for winter session

The government on Wednesday listed 18 bills, including two to extend provisions of the women's reservation act to Jammu and Kashmir and Puducherry and three to replace the criminal laws, during the Winter Session of Parliament beginning next week. According to a bulletin issued by the Lok Sabha Secretariat, the government also plans to bring a bill that seeks to increase the strength of the Jammu and Kashmir Assembly from 107 to 114 in a bid to provide representation to Kashmiri migrants, displaced persons from Pakistan-occupied Jammu and Kashmir and Scheduled Tribes. Besides the bills, the government has listed the first batch of supplementary demands for grants for the year 2023-24 for presentation, discussion and voting during the session.
