HC orders deactivation of some mobile numbers for copyright infringement

The Delhi High Court has ordered the deactivation of certain mobile numbers from WhatsApp found to be distributing educational materials belonging to 'Apna College' without authorisation on the instant messaging platform. Hearing a lawsuit by Jainemo Private Limited, which offers course materials and trains candidates to obtain placements through the 'Apna College' platform, Justice Prathiba M Singh restrained several entities from downloading, uploading, sharing and selling the plaintiff's content on any electronic or digital platform. The judge held that the plaintiff holds ownership over the course materials under the copyright law and directed that one of such WhatsApp groups dealing in infringing material be "disbanded" and a YouTube channel containing "only infringing copyrighted works" be taken down. The messaging platform Telegram was also asked to block the offending channels and disclose the details of individuals or entities operating them for the purposes of the case. T

Repair work in Azadpur Mandi to be done within 45 days, says Gopal Rai

Delhi Development Minister Gopal Rai on Sunday said that traders affected due to the recent fire in Azadpur Mandi have been shifted till the damaged tin sheds are repaired. During a visit to the Azadpur Mandi -- Asia's largest wholesale vegetable market -- where a fire broke out on September 29, Rai said he has issued directions that the repair work be done within 45 days A massive fire broke out at Tomato Mandi on Friday and required 11 fire tenders to douse the blaze. The fire was brought under control by 6.30 pm. "The traders have been shifted to another tin shed so that their business does not get affected. I have issued directions to repair the tin shed (where the fire broke out) within 45 days," the minister told reporters. On Friday, Rai said that a possibility of developing a fire control system was also being explored when he was asked about the difficulty that fire tenders faced in reaching the site of fire due to traffic congestion.

Southwest monsoon withdraws from Delhi; city received above normal rains

The India Meteorological Department said on Saturday said that the southwest monsoon has receded from Delhi, with the city receiving above normal rains during the season. According to IMD data, the Safdarjung Observatory, the primary weather station of Delhi, received 660.8 mm of precipitation against a normal of 653.6 mm during the monsoon season (June to September). Normally, the monsoon begins in the national capital by June 27 and recedes by September 25. This year, the rain-bearing system embraced the city on June 25. "The southwest monsoon has further withdrawn from some parts of Jammu and Kashmir, Himachal Pradesh and Uttarakhand; entire Punjab and Haryana-Chandigarh-Delhi; some parts of west Uttar Pradesh, west Madhya Pradesh and east Rajasthan and some more parts of west Rajasthan today," the IMD said in a statement. TMC to transport MGNREGA job cardholders to Delhi by special buses

The TMC has arranged special buses to ferry nearly five thousand MGNREGA job cardholders to Delhi for their scheduled protest programme next week against the alleged withholding of funds by the Centre, a party leader said on Saturday. Senior TMC leader Abhishek Banerjee announced on Friday that his party would make alternative arrangements for transporting its supporters to Delhi for the October 3 protest programme, accusing the BJP of creating roadblocks after the request for a special train was denied. "As we were denied a special train, we have made alternate arrangements for special buses to transport the MGNREGA workers to Delhi. Since the buses will be travelling through BJP-ruled states, we are also arranging for pilot cars to ensure the safety and security of the MGNREGA job cardholders," a senior TMC leader stated. Delhi govt to set up RO-ATMs in city locations dependent on water tankers

Delhi Chief Minister Arvind Kejriwal on Friday directed the installation of RO-ATMs at locations, besides JJ clusters, where water supply is provided by tankers, to eliminate the tanker culture in the national capital. He announced the decision in a meeting with Delhi Jal Board and Water Minister Saurabh Bhardwaj. In the meeting, the CM assessed the state of water supply in Delhi, RO-ATMs, Yamuna cleanliness, and the cleaning of the trunk and peripheral sewer systems happening for the first time in Delhi, said a government statement. Kejriwal requested a detailed plan from the DJB on the complete clean up of the Yamuna by June 2024. So far, RO plants have been installed in Hari Nagar's Khajan Basti, Shakurbasti, Deshbandhu Apartments in Kalkaji, and Jharoda, with 30 more RO plants in the process of being installed. Delhi govt issues notification asking to renew excise licences by October 5

The Delhi government issued a notification on Friday, asking the licensees to renew their existing excise licences by October 5. The city government has decided to extend its existing excise policy by six months due to the time needed for coming up with a new liquor trade regime. The policy has been extended till March 31, 2024 following the requisite approvals from the Delhi government and the lieutenant governor, a senior officer had said on Thursday. "All the licensees of L15/L-15F and L-16/L-16F are hereby directed to submit their applications for renewal of the licences online by accessing their accounts in ESCIMS portal through their ID and passwords, along with the applicable licence renewal fee for the period w.e.f. 01.10.2023 to 31.03.2024 by providing requisite information and payment of renewal licence fee on or before 05.10.2023," the notification read. Delhi jewellery burglary: 2 held in Punjab, 18.5 kg ornaments recovered

The Chhattisgarh Police has arrested two people in connection with a Rs 20-crore burglary from a jewellery store in New Delhi earlier this week and recovered around 18.5 kg of gold and diamond ornaments from them, a senior official said on Friday. A joint team of officials from the anti-crime and cyber unit and the Civil Line police station in Bilaspur district carried out the operation while probing a series of thefts in Bilaspur city, Superintendent of Police Santosh Singh told PTI. Those arrested have been identified as Lokesh Srivas (32), who is allegedly involved in several thefts in Bilaspur, and Shiva Chandravanshi (23), he said. The value of gold and diamond ornaments recovered from Srivas is estimated at Rs 12 crore but the exact value was yet to be ascertained, he added. Pollution declined due to govt steps: Delhi CM announces winter action plan

Delhi Chief Minister Arvind Kejriwal on Friday said pollution levels declined in the national capital due to government initiatives as he announced a 15-point winter action plan to curb pollution. The number of days witnessing severe pollution levels declined in the last eight years due to several initiatives of the city government, such as the introduction of electric buses and the EV Policy, closure of thermal power plants, 24X7 electricity and the tree transplantation programme, among others, he said at a press conference. Delhi budget: Govt begins preparing revised estimates for 2023-24

The Delhi government has begun preparing the budget estimate for the 2024-25 fiscal and the revised estimate for 2023-24 and directed all departments to furnish realistic targets. In a circular to all the departments on September 25, the Finance Department said that the departments should send the estimates by October 13 in prescribed format. "The Finance Department has initiated the process of preparation of the Revised Estimates (RE) for 2023-24 and Budget Estimates (BE) for 2024-25," read the circular. It also said meetings regarding budget estimates and revised estimates will start from the last week of October. "Revised Estimates/Budget Estimates should be formulated taking a realistic assessment of the requirement of funds which can be utilized by the department during the financial year," it said while highlighting some of the discrepancies which have continued to occur in framing of Budget Estimates by the departments. The Delhi government has decided to extend its existing excise policy by six months due to the time needed for coming up with a new liquor trade regime, officials said on Thursday. The policy has been extended till March 31, 2024 following the requisite approvals from the Delhi government and the lieutenant governor, a senior officer said. A proposal of the excise department to extend the policy, implemented on September 1 last year, was sent for the LG's nod after it was cleared by the government. The file was sent back to the government from the LG's office, marked as "seen", the officer added. A notification for the extension of the policy will be issued by the excise department on Friday. After the notification, the existing excise licences will be renewed for six months on payment of fees on a pro-rata basis, he said. The Delhi Police has booked the owner of a women's paying guest facility in northwest Delhi's Mukherjee Nagar area that caught fire on Wednesday evening and 35 people, including a four-year-old girl were rescued. Delhi implementing comprehensive strategy to tackle pollution: Centre

Delhi is implementing a comprehensive strategy to tackle air pollution with a focus on reducing dust pollution and emissions from transport and firecrackers, the Commission for Air Quality Management (CAQM) said on Wednesday. Delhi currently boasts a fleet of 7,041 buses, including 4,088 Delhi Transport Corporation buses and 2,953 cluster buses. These include 456 e-buses and 94 mini electric buses. To bolster public transport and reduce individual vehicle emissions, the city plans to add 850 more buses by September 2023 and an additional 650 by March 2024, the Centre's air quality panel said. Delhi Mohalla bus scheme: DTC to sign contract to procure electric-busses

The Delhi government's ambitious 'mohalla' bus scheme is expected to be rolled out within the next few months with the DTC likely to sign a contract for procuring electric buses within this week, an official said on Wednesday. The mohalla bus service, announced in the 2023-24 Delhi budget, aims to deploy shorter nine-metre electric buses to boost last-mile connectivity in areas with roads that have less width or are crowded. "We are likely to sign a contract with the e-bus manufacturers this week or early next week for procurement of buses. The delivery of buses will take anywhere between three to five months," the official said. ED tells SC it will not summon Kavitha in Delhi excise case till Nov 20

The Enforcement Directorate on Tuesday told the Supreme Court that the probe agency will not summon BRS leader K Kavitha in the Delhi excise policy case till the court hears her plea on November 20. A bench of Justices Sanjay Kishan Kaul and Sudhanshu Dhulia told Additional Solicitor General SV Raju, appearing for the Enforcement Directorate, "Don't call her in the meantime." Raju assured the bench that Kavitha will not be called for questioning till November 20. The bench posted Kavitha's plea, in which she has challenged the summons issued by the agency on November 20, and said in matters where interim orders of protection are issued will be extended.
