A proposal in Congress would allow pot businesses to access banking services, while sheltering banks from prosecution for handling pot money. Some banking officials urged lawmakers at a House committee hearing Wednesday to pass the measure. Others say it wouldn't work because pot remains illegal at the federal level.

Police in northern California are conducting a probe following outrage over the fatal shooting of a 21-year-old rapper who was found sleeping in his car outside a Taco Bell. According to the Vallejo Police Department, the February 6 shooting took place after employees at the fast-food outlet late that evening called to report a Mercedes parked in the drive-thru line with a man slumped over in the driver's seat. In a statement, police said officers responded to the call and as they approached the locked vehicle, they noticed that the driver was unresponsive and had a gun on his lap. Seven persons have been arrested from a hotel in Paharaganj here for allegedly planning a dacoity, police said Wednesday. The accused have been identified as Aas Mohammad alias Ashu, Raju, Sumit Arora, Dheer Singh, Ashok Kumar, Rahul Batra alias Vicky and Parveen Chaudhary, they added. On Monday, police received a tip-off that Mohammad and his associates, all members of the Rohit Chaudhary gang, had met at a hotel in Paharganj with a cache of illegal arms. They were allegedly planning to burgle the premises of one Rajeev Gupta (name changed for security reasons), Rajiv Ranjan, additional commissioner of police (Crime), said. Immediately, a raid was conducted and seven persons were apprehended, Ranjan said. During interrogation, the arrested confessed to their plan of committing dacoity. A 45-year-old man was allegedly killed by his neighbours in west Delhi's Inderpuri area on Wednesday, police said. The deceased was identified as Ravinder Pal, they added. According to a senior police officer, a quarrel broke out between the neighbours, following which Pal was attacked. "There were blunt force injuries found on Pal's body. The probe team of the North Delhi Municipal Corporation (NDMC) Wednesday visited the site of accident at a hotel in Karol Bagh, a day after a massive fire in it killed 17 people, officials said. "The team is headed by the deputy commissioner of the neighbouring Keshawpuram Zone, to ensure impartial probe," a senior NDMC official said. The team visited the site a day after the mayor had ordered a probe. Indicating violation of civic norms including running a makeshift restaurant on the rooftop, municipal officials Tuesday had ordered a probe into the fire incident at the Hotel Arpit Palace which falls under Karol Bagh Zone of the NDMC. Officials said the report of the probe is expected to come by Saturday. "A probe has been ordered and its report is expected in three days. Four malnourished children are in foster care after authorities found two of them locked in a dog cage and two more smeared with excrement in a North Texas barn. A Texas Department of Family and Protective Services official says the children were released from a hospital Tuesday night. Law enforcement found the children earlier in the day on the property near Rhome, about 20 miles (32 kilometers) north of Fort Worth. Spokeswoman Marissa Gonzales says the three boys, ages 5, 3 and 1, and a 4-year-old girl, are "doing OK," but declined to share details. Paige Isabow Harkings and Andrew Joseph Fabila, who are both 24, have each been charged with four counts of criminal child endangerment. His residence at Bank street in Karol Bagh was found to be locked on Tuesday when a police team went to track his whereabouts. They are questioning his relatives and associates including his brother who stays in Gurugam, the officer said. The CBI has invoked terror charges in a supplementary chargesheet filed before a Pune court Wednesday in the murder case of rationalist Narendra Dabholkar against two alleged shooters Sachin Andure and Sharad Kalaskar, officials said. In the chargesheet filed before the Special CBI Court, the agency has charged Andure and Kalaskar under Indian Penal Code sections for criminal conspiracy and murder and provisions of Arms Act and Section 16 of Unlawful Activities Prevention Act (UAPA), they said. The Section 16 of the UAPA Act relates to the act of terror and calls for punishment of life imprisonment if the act led to the death of a person. The agency has said the probe to look for motorcycle used for the killing and the weapon used is still going on. Dabholkar was killed on August 20, 2013 when he was on a morning walk on the Onkareshwar Bridge in Pune, they said. Two suspected Maoist couriers carrying cash and ammunition were arrested in Chhattisgarh's insurgency-hit Bastar district, the police said Wednesday. Mandra Nagesh (28) and Bhavesh Rao (31) were held Tuesday evening from the Parpa police station area of Jagdalpur town, a senior police official told PTI. Delhi Police has identified through DNA test the body of a 22-year-old man who was killed in 2011, officials said Wednesday. The deceased was identified as Ashutosh, a native of Deoria district in Uttar Pradesh, they added. According to police, Ashutosh's father had filed a case at the Pul Prahladpur police station on March 18, 2011, stating that his son Ashutosh, who was working in Delhi, had been missing since March 4. The victim was last seen with his employer, Pramod Kumar, they said. However, no one ever saw Ashutosh again and after investigation, Kumar was arrested for kidnapping him, police officials said, adding that Kumar remained in jail for around 8 months, following which he was granted on bail. The police in Thane district Wednesday arrested two persons for allegedly forging the letterhead and signatureof Maharashtra minister Ravindra Chavan and issuing fake recommendations for obtaining Aadhaar cards. Ashok Kate, who is in his 30s, and Anil Sindkar, around 55 years old, were booked for cheating, forgery and other relevant offences. Senior Police Inspector R N Munagekar said a student from Dombivili, who wanted an Aadhaar card, approached the duo, who agreed to get him the minister's recommendation for Rs 1,000. Terrorists Wednesday shot at and injured a civilian in the Tral area of Jammu and Kashmir's Pulwama district, police said. "Terrorists this evening fired upon one individual identified as Lateef Ahmad at Amlar area of Tral," a police spokesman said. He said the civilian sustained gunshot wounds and was rushed to a nearby hospital for medical treatment, where his condition is stated to be stable.
