Lok Sabha was adjourned for the day on Wednesday as opposition members continued with their protests on the Manipur issue even as Speaker Om Birla, upset at the repeated disruptions in the House, skipped the proceedings. As the House assembled for the post-lunch session, the opposition members trooped into the well of the House and raised slogans demanding a statement from Prime Minister Narendra Modi on the situation in Manipur, which has been roiled by months-long ethnic violence. BJP member Kirit Solanki, who was in the Chair, appealed to the opposition members to maintain decorum as he asked ministers to lay parliamentary papers on the table of the House. With the opposition leaders refusing to budge, the Chair adjourned the proceedings for the day. K'taka Cong leaders to meet party top brass to discuss LS polls' strategy

A team of 50 state Congress leaders and ministers will meet the party leadership in New Delhi on Wednesday to chalk out strategies for the 2024 Lok Sabha polls. AICC President Mallikarjun Kharge, party leader Rahul Gandhi, General Secretaries K C Vengopal and Randeep Singh Surjewala among others are likely to participate in the meeting in the national capital, Deputy Chief Minister D K Shivakumar said on Tuesday. Prez assented 247 bills from 2014-22; 95 bills still under process

The President has assented 247 bills that were received from the state governments and Union territories between 2014 and 2022, Union Minister Ajay Kumar Mishra said in the Lok Sabha on Tuesday. Of these assented bills, the highest 24 were from Gujarat, followed by 23 from Uttar Pradesh. Mishra, the minister of state for home, said the central government has also received 95 bills between 2014 and 2022 from different state governments and UTs for obtaining assent of the President and all these legislations have been processed in consultation with the nodal central ministries and departments. Twenty-four bills from Gujarat, 23 bills from Uttar Pradesh and 22 bills from Maharashtra were assented by the President between 2014 and 2022, according to the data given by the minister in a written reply. LS passes bill for fixed 50-year production lease for offshore minerals

A bill to provide a fixed 50-year production lease for offshore minerals was passed by Lok Sabha on Tuesday amid protests by the opposition over the situation in ethnic-violence hit Manipur. Replying to a brief discussion in the House, Coal and Mines Minister Pralhad Joshi said under the Offshore Areas Minerals (Development and Regulation) Amendment) Bill, 2023, the government seeks to introduce auction as the route to award production lease for offshore minerals. Joshi said the bill also proposes to introduce a composite licence, which is a two-stage operating right granted for the purpose of undertaking exploration followed by production operation. The composite licence would also be granted only through auction by competitive bidding to the private sector, he said. "We are opting for the auction route. 427,000 undertrial prisoners lodged in jails as on Dec 31, 2021: Centre

As many as 4.27 lakh undertrial prisoners were lodged in jails in different parts of the country as on December 31, 2021, the Lok Sabha was informed on Tuesday. Union Minister of State for Home Ajay Kumar Mishra said the National Crime Records Bureau (NCRB) compiles prison statistics reported to it by the states and Union Territories and publishes the same in its annual publication 'Prison Statistics India'. The latest published report is of 2021, the minister said. A total of 4,27,165 undertrial prisoners were lodged in the jails of the country as on December 31, 2021, he said in a written reply to a question. The minister said strengthening the criminal justice system, including making any new law on a subject and revision of relevant provisions in the Code of Criminal Procedure, etc., including on matters related to grant of bail, is a continuous process undertaken by the government from time to time. Centre in process of finalising SOP for safety of journalists: MoS Home

The central government is in the process of finalising a standard operating procedure for the safety and security of journalists, the Lok Sabha was informed on Tuesday. Union Minister of State for Home Nityanand Rai said the central government attaches the highest importance to the safety and security of all residents, including journalists and mediapersons. "(The) central government is in the process of finalising a standard operating procedure in this regard, in consultation with various agencies/stakeholders," he said in reply to a written question. Rai said the Ministry of Home Affairs has issued advisories to states and Union Territories from time to time to maintain law and order and ensure that any person who takes law into their own hands is punished promptly. Few different provisions in Delhi services bill from Centre's ordinance

The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, which was tabled in Lok Sabha on Tuesday, to replace an ordinance issued for transfers and postings of senior officers in the Delhi government, will have few different provisions from that of the ordinance. However, the bill will have all major provisions of the ordinance, promulgated by the central government on May 19, a week after the Supreme Court handed over the control of services in Delhi excluding police, public order and land to the elected government headed by Chief Minister Arvind Kejriwal. In the bill, there is no mention about a provision incorporated in the ordinance that restricted the state assembly from enacting any law on 'services'. The Lok Sabha on Tuesday passed a bill that allows the use of a birth certificate as a single document for admission to an educational institution, issuance of driving licence, preparation of voter list, Aadhaar number, registration of marriage or appointment to a government job. Centre tables National Capital Territory of Delhi (Amendment) Bill in LS

The Union government on Tuesday tabled the contentious Government of National Capital Territory of Delhi (Amendment) Bill, 2023, in the Lok Sabha, seeking to replace an ordinance related to the control of services in the national capital. The proposed legislation, which has brought the Delhi government and the Centre at loggerheads, empowers the Delhi Lieutenant Governor to have a final say in recommendations regarding the transfer and posting of Delhi government officials, received the nod of the Union Cabinet on July 25. Monsoon session: Lok Sabha to take up no-trust motion debate on August 8

The Lok Sabha will debate the no-confidence between August 8 and 10 with Prime Minister Narendra Modi likely to reply to the opposition-sponsored move on the last day. Monsoon session: LS adjourned till 2 pm amid oppn protests on Manipur

Lok Sabha proceedings were adjourned till 2 pm on Tuesday following continuing protests by opposition members seeking to raise the issue of violence in Manipur. The Delhi services bill which seeks to replace an ordinance that mandated the creation of an authority for transfers and postings of senior officers in the Delhi government is listed for introduction in the Lok Sabha on Tuesday. Aggregate deposits in 49.49 crore Jan Dhan accounts have crossed Rs 2 lakh crore, Parliament was informed on Monday. The Pradhan Mantri Jan Dhan Yojana (PMJDY) was launched in August 2014 with the aim to provide universal banking services through opening of zero balance bank account for every unbanked household, based on the guiding principles of banking the unbanked, securing the unsecured and funding the unfunded. As on July 12, deposits in 49.49 crore Jan Dhan accounts stood at Rs 2,00,958 crore, Minister of State for Finance Bhagwat Karad said in a written reply in Lok Sabha. Every year around 600-700 monuments are identified for taking up structural repairs of special nature on the basis of assessment made at field level, the government informed Parliament on Monday. Union Minister for Culture G Kishan Reddy said this in a written response to a question in the Lok Sabha. "Every year around 600-700 monuments are identified for taking up structural repairs of special nature on the basis of assessment made at field level. A conservation programme is drawn up after proper identification of items of work and adequate funds provided to carry out the specified works," he said. This is a yearly process and takes care of both short-term and long-term projects, the minister said.

Rs 53.60 cr allocated for restoration, conservation of UP monuments: Govt

The total fund allocation in the current financial year for the restoration and conservation of centrally-protected monuments, including religious ones, in Uttar Pradesh is Rs 53.60 crore, the government informed Parliament on Monday. Union Minister for Culture G Kishan Reddy said this in a written response to a query in Lok Sabha. There are 743 centrally-protected monuments under the jurisdiction of Archaeological Survey of India (ASI) in Uttar Pradesh, the minister said in his response to a query on the steps taken by the government for the protection and restoration of historical and religious monuments during the last three years in the state. The ASI takes up the conservation and maintenance works of monuments as per their requirements and within available resources, he said.
