The NIA on Saturday arrested a person from Delhi in connection with its probe against an ISIS-inspired group, which was allegedly planning suicide attacks and serial blasts, targeting politicians and government installations in Delhi and other parts of north India. Mohammad Gufran, a resident of Amroha in western Uttar Pradesh (UP), formed a pro-ISIS module namely Harkat Ul Harb-e-Islam with the help of accused persons arrested earlier to wage war against the Government of India, a spokesperson of the National Investigation Agency (NIA) said. He is the 13th accused to have been arrested in the case. Gufran was one of the key conspirators in planning to carry out terrorist attacks in Delhi NCR and UP, the official said. Barely a month after the Lok Sabha elections, Telangana will have three-phased polls to the zonal and district level local bodies beginning May 6. A notification was issued Saturday for the polls to 5,817 madal parishad territorial constituencies (MPTCs) and 538 zilla parishad territorial constituencies (ZPTCs), Telangana State Election Commissioner V Nagi Reddy told reporters here. The first phase would held on May 6 while the second the third phases on May 10 and May 14 respectively, he said. Telangana has been in the grip of election fever since December last when the assembly polls were held. In January, elections to the panchayats were conducted. Elections to 17 Lok Sabha seats in the state were held on April 11. Reddy said around 1.56 crore voters were eligible to exercise their franchise in the coming elections to the two upper tiers of local bodies. Angered by political parties using the downtrodden as a mere "vote bank", a Valmiki community organisation in Delhi has decided to enter Lok Sabha polls in Delhi, seeking to take their "destiny in their own hands". Delhi Democratic Alliance, a coalition of activists, trade union leaders, and a few civil society groups working for such communities, have fielded their own candidates ahead of the elections, in an "act of defiance" against existing parties. "We have announced our seven candidates, one of whom is a sanitation worker. Two of the candidates filed nominations on Thursday while two others filed today," said Ashok Agyani, convener of the alliance. The Jammu and Kashmir government Saturday partially relaxed the two-day-a-week restrictions on the movement of civilian traffic on the Srinagar-Jammu National Highway which was put in place to facilitate movement of security forces' convoys. Earlier this month, the government had imposed the restrictions on the national highway (NH-44) connecting Jammu to Srinagar, days after the Pulwama attack in which 40 CRPF jawans were killed. The restriction barred civilian traffic from plying on the road on Wednesdays and Sundays. Now, there would be no restrictions from Srinagar to Baramulla (both in the Kashmir region) on Wednesdays, an official spokesperson said Saturday. However, the restrictions would continue between Srinagar and Udhampur, in the Jammu region, on NH-44 as earlier, he said. "These would be reviewed periodically and relaxation would be made as the need for restriction reduces," he said. Srinagar falls between the two cities.
