UPSC aspirants hold election to select delegation for talks with officials

Civil services aspirants enrolled in various institutes on Thursday held a spot election in central Delhi's coaching hub of Old Rajinder Nagar to select a core committee to represent them in talks with authorities. However, the final selection was yet to be made amid commotion during the election process. A 10-15-member panel will be selected as the official delegation for negotiating with the authorities on the students' demands. A crowd of students gathered outside Rau's IAS Study Circle, where three civil services aspirants died after its basement was flooded on July 27, as the hopefuls pitched for their election to the committee. The audience voted for their preferred candidates by raising their hands. The candidates vying to become part of the delegation spoke about the issues that they would raise in the meetings. Is this kind of goon supposed to work in the CM's residence, the Supreme Court asked on Thursday as it came down heavily on Delhi Chief Minister Arvind Kejriwal's aide Bibhav Kumar who allegedly assaulted AAP MP Swati Maliwal earlier this year. A bench of Justices Surya Kant, Dipankar Datta and Ujjal Bhuyan posted Kumar's bail plea for next Wednesday and told senior advocate Abhishek Singhvi that the court was shocked with the details of the incident recorded by the Delhi High Court. Kumar has challenged the July 12 order of the Delhi High Court denying him bail in the case and claimed the allegations against him are false. Encroachment of drains widespread, law needed to tackle problem: Delhi CS

The problem of encroachment of drains in the city is so "widespread" that it cannot be resolved without a proper legislative framework, Delhi Chief Secretary Naresh Kumar has said. Kumar cited the Old Rajinder Nagar incident in which three civil services aspirants drowned in the flooded basement library of a coaching centre. In his reply to a note of Urban Development Minister Saurabh Bharadwaj on Tuesday, the chief secretary requested him to move the file on drainage plan recommendations for Delhi, including need of a 'Storm Water and Drainage Act for Delhi' so that draft of the legislation could be initiated by the Irrigation and Flood Control Department. The recommended 'Storm Water and Drainage Act' is proposed to have provisions for penalties on encroachment, dumping of construction, municipal and industrial solid waste in the city's drains. Coaching students died due to Delhi govt's 'carelessness': Khattar

Union Minister of Housing and Urban Affairs Manohar Lal Khattar on Monday said the Delhi government's "carelessness" is responsible for the death of three students at a coaching institute in the national capital. Three civil services aspirants died after the basement of a building housing Rau's IAS Study Circle coaching institute was flooded following rain in central Delhi's Old Rajinder Nagar area on Saturday evening. Minister Atishi sanctions Rs 100 crore to fund 12 Delhi University colleges

Delhi Education Minister Atishi has sanctioned the release of Rs 100 crore for the financial year's second quarter to fund 12 Delhi University colleges. This amount represents the second instalment of the Delhi government's financial commitment to the colleges. Petrol pump owners seek to meet Delhi transport minister over PUCC rates

Petrol pump owners on Thursday wrote to Delhi Transport Minister Kailash Gahlot, seeking a meeting with him to revise PUCC rates for Pollution Under Control (PUC) certificates in the national capital. The letter comes days after the Delhi Petrol Dealers' Association (DPDA) shut down nearly 600 PUC centres functioning at petrol pumps, saying the hike was not commensurate with operational costs. On July 11, the Delhi government increased the PUC certificate charges for petrol, CNG and diesel vehicles after a gap of about 13 years. The hike ranges between Rs 20 and Rs 40. "Sir, most of the PUC centres have operated the last few years in losses to avoid any inconvenience to the general public. However, due to this extreme unviability, many PUC centres have been forced to surrender their licenses in the last few months. The Managing Committee of the DPDA had thus resolved to close PUC centres across Delhi from July 15 in light of the "arbitrary and grossly insufficient hike", it said.

BRS leader K Kavitha, who is lodged in Tihar jail here in connection with a money laundering case, was taken to Deen Dayal Upadhyay Hospital on Tuesday, officials said. The 46-year-old Bharat Rashtra Samithi (BRS) leader was arrested by the Enforcement Directorate (ED) in the Delhi excise policy-linked money laundering case on March 15. The Delhi High Court on Tuesday granted the Centre time till July 25 to decide on allotment of office space to the AAP here on account of it being recognised as a national party. On June 5, the high court granted six weeks to the Centre to decide the Aam Aadmi Party's (AAP) request in this matter. The Directorate of Estates, Ministry of Housing and Urban Affairs, on Tuesday, sought four more weeks to comply with the court's direction, stating it was occupied with the "mammoth task" of alloting accommodation to parliamentarians. Petrol pump owners said PUC centres will be shut from Monday onwards, expressing their dissatisfaction over the recent proposed hike in rates of pollution certificates by the city government. The operation of the pollution under control (PUC) centres is unviable, they said in a statement issued on Sunday.
