Firms hiring foreigners in Singapore to verify educational qualifications

From September this year, Singapore-based companies that want to hire foreign nationals on an Employment Pass (EP) will have to ensure their educational qualifications are authentic, amid reports that an Indian university was selling fake degrees. In 2021, Singapore's Ministry of Manpower (MOM) investigated 23 foreigners who graduated from Manav Bharti University in the state of Himachal Pradesh. Two people were jailed for submitting false qualifications in their work pass applications, while 19 were permanently barred from working in Singapore. Employers will have to submit third-party verification proof for applicants with diploma-level qualifications and above, web portal Channel News Asia reported, quoting Singapore's Ministry of Manpower (MOM). "Today, employers are already responsible for ensuring the authenticity of their candidate's qualifications before hiring," Manpower Minister Tan See Leng said in Parliament on Wednesday. India will soon be the global skills hub, Union Minister Dharmendra Pradhan said on Tuesday, underlining the importance of investment in education and skill development to ensure people have the knowledge and required capabilities to capture opportunities in 21st century. In a much-needed relief for foreign students looking to study in the US, the Biden administration has announced they can now apply for a visa up to a year before their academic term begins. The State Department, however, said that international students will not be allowed to enter the country on a student visa more than 30 days before the start of their programme. International students are normally issued two categories of US visas F and M. Student (F and M) visas for new students can be issued up to 365 days in advance of the start date for a course of study, the State Department said. However, you will not be allowed to enter the United States on your student visa more than 30 days before the start date, it said on Tuesday. A student can enter the US before 30 days of the start of their programme on a valid visitor (B) visa. Budget: Govt to set up National Digital Library for children, adolescents

A National Digital Library for children and adolescents will be set up for facilitating the availability of quality books across geographies, languages, genres and levels, and device agnostic accessibility, Union Finance Minister Nirmala Sitharaman announced Wednesday. In her Budget speech, she said states will be encouraged to set up physical libraries for them at panchayat and ward levels and provide infrastructure for accessing the National Digital Library resources. To build a culture of reading and to make up for pandemic-time learning loss, the National Book Trust, Children's Book Trust and other sources will be encouraged to provide and replenish non-curricular titles in regional languages and English to these physical libraries. "Collaboration with NGOs that work in literacy will also be a part of this initiative. To inculcate financial literacy, financial sector regulators and organizations will be encouraged to provide age-appropriate reading material to these libraries,"

Steady decline in school dropout rate, increase in enrolment: Eco Survey

There has been a steady decline in the school dropout rate and increase in enrolment both in school and higher education, the Economic Survey for 2022-23 tabled in Parliament on Tuesday showed. The gender parity has also improved in this financial year, the survey, tabled by Finance Minister Nirmala Sitharaman, stated. "The Gross Enrolment Ratios (GER) in the primary-enrolment in Class 1 to 5 as a percentage of the population in age six to 10 years for girls as well as boys has improved during the financial year (FY)," . This improvement has "reversed the declining trends between FY-17 and FY-19", it stated, adding that "the GER in upper-primary (enrolment in class 6 to 8 as a per cent of the population in age 11-13 years), which was stagnant between FY-17 and FY-19, improved in FY-22".
