Himachal CM dedicates newly-constructed Sanjauli-Dhalli tunnel to people

The newly-constructed Sanjauli-Dhalli tunnel, built at a cost of Rs 47.36 crore, was inaugurated by Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu here on Monday. Taking a jibe at the Bharatiya Janata Party (BJP), Sukhu said the construction work of the 154.22-metre tunnel was going on at a snail's pace under the previous government in the hill state and the Congress government expedited it and the structure was completed within a year. The state government has directed all departments to ensure a time-bound completion of every project, Sukhu was quoted as saying in a statement issued here. The existing Dhalli tunnel, which was constructed in 1852, served as a single-lane passage and had surpassed its design life, causing persistent traffic congestion. Himachal Pradesh govt raised Rs 13,055 crore debt in 2022-23: CAG

The Himachal Pradesh government raised loans amounting Rs 13,055 crore during 2022-23, increasing the debt burden from Rs 73,534 in 2021-22 to Rs 86,589 crore in 2022-23, Comptroller and Auditor General (CAG) said in its report on Finance Accounts for 2022-23. The loan also included the loans raised in the last quarter of 2022-23. The report tabled in the Vidhan Sabha by Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu said that out of the total amount of Rs 50,539 crore spent during the year, more than 50 per cent was paid towards salaries and pension and expenditure on these heads increased after implementation of Sixth Pay Commission, which was followed by Himachal Pradesh. However, the revenue deficit, which was Rs 7,962 crore in 2021-22, was marginally lower at Rs 6,335 crore in 2022-23. Himachal to charge 8% stamp duty on corp mergers, separations: Minister

The Himachal Pradesh government will fix the rates of sand and gravel and will also charge a stamp duty of 8 per cent on merger of companies or separation of partners of companies, according to an amendment bill passed by the Assembly. The government will also charge 6 per cent stamp duty on the lease amount on the auction of mining leases. These steps are aimed at raising the resources, said state Revenue Minister Jagat Singh Negi, who introduced the Indian Stamp (Himachal Pradesh second amendment) bill 2023 in the House on Friday. After discussion on the last day of the winter session, the amendment bill was passed by voice vote. In response to the discussion on this bill, Negi said that industrial companies merge with each other and the government does not get anything in return. HP fiscal deficit may rise to be 5.82 pc of SGDP due to higher liabilities

Fiscal deficit of Himachal Pradesh is expected at 5.82 per cent of the Gross State Domestic Product (GSDP), higher than projected deficit of 4.61 per cent in 2023-24 due to a rise in liabilities such as salary, pension, interest payment and social security. The tax revenue is likely to decrease by Rs 752.33 crore and the revenue deficit would be Rs 1,368.81 crore, more than anticipated, as per the Fiscal Responsibility and Budget Management (FRMB) report tabled in the house by Chief Minister Sukhvinder Singh Sukhu on Saturday. Further, the expenditure on pension is likely to be increased by Rs 621.22 crore from Rs 8,693 crore to Rs 9,315 crore , primary deficit would increase from Rs 4,338.13 crore to Rs 6,953.72 crore. The government has assured to bring down the deficit by curtailing expenditure and resource mobilisation. The total committed liability of the government are projected to increase from Rs 29,88,177 crore in 2023-24 to Rs 32,34,477 in 2024-25, Rs 34,75,859 crore in .

Chief Minister Sukhvinder Singh Sukhu on Monday said his government has set a goal to make Himachal Pradesh a green energy state by March 2026. Speaking to the media, the chief minister also said the expansion of his cabinet will take place at an appropriate time after consultation with the Congress central leadership. Himachal govt launches Rs 680 cr job scheme linked with green initiatives

Unemployed Himachali youth above the age of 23 years will be given a 50 per cent subsidy on loans to purchase e-taxis and e-buses with no collateral guarantee under a state government scheme to generate employment and promote green initiatives. In case the cost of the e-taxi is Rs 20-lakh, a subsidy of Rs 10 lakh will be provided, and these e-taxis would be attached to various government departments. A monthly income of about Rs 40 thousand will be ensured, Chief Minister Sukhvinder Singh Sukhu said on Monday. Launching the e-taxi scheme under the first phase of Rs 680 crore Rajiv Gandhi Self-Employment Start-up Yojna and a website of the Transport Department to facilitate online registration, he said the scheme for the youth was one of the key promises made in the Pratigya Patra of the Congress Party. Himachal Pradesh Deputy Chief Minister Mukesh Agnihotri on Sunday said a sum of Rs 300 crore will be spent on the promotion of tourism and water activities in Nadaun-Kaswa and its adjoining areas in the district. Agnihotri was in Hamirpur to attend the closing of the three-day Asian Rafting Championship and distribute prizes to winners. He said the championship will prove to be a milestone in promoting adventure sports and tourism and create a distinct identity for Nadaun on the tourism map, according to a statement. Himachal govt lifts ban on export of safeda, poplar, bamboo, kuth

The Himachal Pradesh government has lifted the ban on export of wood from four tree species, namely safeda, poplar, bamboo and kuth (medicinal plant). No permit would be required for transportation of wood from these species within the state, said Chief Minister Sukhvinder Singh Sukhu in a statement issued on Sunday. Farmers in the state cultivate these species on a commercial scale and this decision of the government would facilitate them to a great extent. He said that the state government has also eased restrictions on the export of other forest products, including khair wood, katha, cedarwood oil, and various herbs, the statement further said. However, a valid permit from the forest department will be required to take these forest products out of the state, the statement added. ICMR delivers medications via drone across rough Himachal terrain

The Indian Council of Medical Research (ICMR) successfully transported more than 100 units of essential medications for 20 km in Lahaul and Spiti district of Himachal Pradesh using a drone on Thursday as part of a feasibility study, officials said. In line with the national mission to advance India's drone ecosystem, the ICMR is currently conducting a feasibility study in Lahaul and Spiti district to explore the transportation of vital medical resources, including medications, diagnostic blood samples and sputum, via drones. Himachal govt identified 11 sites for developing eco-tourism: CM Sukhu

The Himachal Pradesh government has identified 11 sites for developing and promoting ecotourism in the state, Chief Minister Sukhvinder Singh Sukhu said. Presiding over a meeting of the Himachal Pradesh EcoTourism Society here on Monday evening, he said every eco-tourism destination will be developed in an area of one hectare. The sites identified include Swaar, Saurabh Van Vihar, Neugal Park, Bir-Billing in Palampur forest division, Kasol, Kheer Ganga and Sumarupa in Parvati forest division, Sojha in Seraj, Narkanda in Kotgarh, Shogi camping site and Potter Hill camping site under Shimla forest division. SJVNL aims to become 50,000 MW capacity company by 2040, says CMD

SJVNL, a joint venture of the Centre and Himachal Pradesh government, aims to become a 50,000 MW capacity company by 2040 and add installed capacity of 10,000 MW during next three years, a senior company official said here on Saturday. Addressing a press conference, SJVNL Chairman and Managing Director Nand Lal Sharma said the company has made rapid strides in the past 35 years and not only made foray into wind and solar energy, but also got projects in other states and foreign countries, including Nepal and Bhutan. The company earned highest-ever revenue of Rs 3,299 crore in 2022-23, which is 25.6 per cent more than the revenue of Rs 2,626 crore in 2021-22, Sharma said. Use of Universal Cartons will be mandatory for sale of apples in terms of weight in Himachal Pradesh from next year, Horticulture Minister Jagat Singh Negi announced in the state assembly on Saturday. Taking part in a discussion initiated by Congress MLA Kuldeep Singh Rathore, Negi said that the government has already decided that only universal cartons (universal standard of grading) of 24 kg weight would be allowed for sale of apples from the next year and telescopic cartons in which the weight could be increased would be banned. The government did not ban telescopic cartons this year as the growers had unused cartons and relaxation was given so that they did not suffer any loss, he said, adding that the decision to sell apples by weight was implemented strictly by the government and growers benefitted as one box fetched up to Rs 4,000.
