Terms for building expressways have been changed as the government seeks better utilisation of funds
The road ministry has included the provision of "deemed approval" in the revised document for request for proposal, for timely approval of reports submitted by Detailed Project Report (DPR) consultants. The Ministry of Road Transport and Highways (MoRTH) in a circular said timely approval of various reports submitted by consultants is considered a critical requirement for the preparation of timely DPRs. "Keeping that in view, provision of deemed approval has been included in the footnote below enclosure-III schedule for approval of reports," the circular added. The circular said approval or comments shall be communicated by the client to the consultant within the time period. "If no approval/comments are furnished within the time period by the client, it will be considered as deemed approval," it said. Five infrastructure projects of roads and railways have been recommended for approval under the PM GatiShakti initiative, the commerce and industry ministry said on Friday. These projects were assessed in the 65th Network Planning Group (NPG) meeting. "The NPG examined the projects from the perspective of integrated planning based on the PM GatiShakti principles. The project details were examined based on the planning/mapping on PM GatiShakti National Master Plan (NMP)," it said. The projects which are evaluated include highway projects in Goa, Meghalaya and Assam; construction of rail-over-rail bulb line in Bihar; and urban metro transit projects in Bengaluru and Delhi/NCR. The inter-ministerial NPG meets every fortnight and appraises infra projects to ensure multi-modality, synchronisation of efforts and comprehensive development in and around the project location. The arterial Jammu-Srinagar national highway remained closed for the second day on Friday due to landslip at various places, officials said. Authorities were trying to clear the landslip debris and restore the traffic on the road connecting Kashmir to rest of the country. More than 400 vehicles are stranded at various places along the highway, the officials said. The 270-km road was closed for traffic on Thursday following landslip at several places, including Sherbibi, Magerkote, Mehad Cafeteria and Dalwas, along the highway, the officials said.

Union Minister Nitin Gadkari on Tuesday expressed concerns over poor quality of Detailed Project Reports (DPRs) prepared by consultants for the construction of highways, saying that no good work has been done in this regard in the last 10 years. Addressing an event here, Gadkari said some officers of state-owned NHAI are responsible for bankruptcy of various infrastructure companies. "In the last 10 years, no good work had been done in preparation of DPRs... I am worried about the poor quality of DPRs prepared by consultants," the road transport and highways minister said. He added that it is regrettable that full payments are not made to DPR consultants by the government. Gadkari said the entire effort in the ministry is to float the tender for construction of highways, without focus on the quality. There is not a single highways project that does not have black spots, he added. Gadkari exhorted NHAI to hire competent people for DPR preparation for the construction of highways.

The Ministry of Road Transport and Highways (MoRTH) is confident of achieving the highways construction target of 13,814 kilometres for the current fiscal, its secretary Anurag Jain said on Friday. Addressing a press conference, Jain further said the total length of national highways in India increased 60 per cent to 1,46,145 km till December 2023, from 91,287 km in 2014, since the Narendra Modi government came into power. "The pace of highway construction in 2023-24 so far has been better than last year, and we are confident of achieving the 13,814-km highway construction target during the current fiscal," he said. The government on Friday said it will revamp the standard operating procedures for tunnel construction after an expert panel found many shortcomings in the under-construction Silkyara tunnel, which collapsed in November last year, leaving 41 workers stranded for more than two weeks. At a press briefing, Road Transport and Highways Secretary Anurag Jain said the Silkyara tunnel project in Uttarkashi is still workable, and the government will not abandon it. An experts' panel to investigate the collapse of a portion of the under-construction Silkyara tunnel has pointed out many shortcomings in the project, he added. The government on Thursday said there are no tolled national highways in the country that have completely recovered the capital cost. In a written reply to a question in the Lok Sabha, Union Road Transport and Highways Minister Nitin Gadkari said there is no provision for closing of user fee plaza after completion of concession period/recovery of capital cost as per the National Highways Fee (Determination of Rates and Collection) Rules, 2008. "There are no tolled national highways (Public/ Private funded) in the country of which capital cost has been completely recovered," he said. The National Highways Authority of India (NHAI) and National Highways and Infrastructure Development Corporation Ltd (NHIDCL) are primarily responsible for the construction of national highways and expressways across the country.
