Malaysia Parliament votes to scrap mandatory death sentences

Malaysia's Parliament on Monday approved a bill that would scrap mandatory death penalties and limit capital punishment to serious crimes as part of wide-ranging reforms, bringing possible reprieves to more than 1,300 prisoners on death row. While the death sentence remains, courts will now be given the option of imposing jail sentences of up to 40 years, Deputy Law Minister Ramkarpal Singh said. Previously, courts had no choice but to mandate hanging as punishment for a range of crimes including murder, drug trafficking, treason, kidnapping and acts of terror. The reforms include abolishing the death penalty for some offenses that don't cause death that fall under kidnapping, terrorism and certain firearm crimes, officials said. Singh called the reforms a significant step forward for Malaysia's criminal justice system. Lok Sabha proceedings were adjourned till 2 pm on Monday after obituary references to sitting MP Girish Bapat and former MP Innocent who passed away recently. Bapat, who was a sitting BJP MP from Pune, passed away on March 29 while Innocent, a former independent MP from Chalakudy constituency in Thrissur, passed away on March 26. Lok Sabha now adjourns for a few hours as mark of respect for a sitting member who has passed away. Earlier, the House used to adjourn for the day after paying obituary to a sitting member who has passed away.

Par panel asks CAT to dispose of cases pending for over 10 yrs on priority

Citing 1,350 cases pending disposal for more than 10 years, a Parliamentary committee has asked the Central Administrative Tribunal (CAT) to decide them on a priority basis, specifically the ones related to pensions and senior citizens. The tribunal adjudicates service matters of central government employees. As many as 80,545 cases are pending in different benches of the tribunal as on December 31, 2022. Of these, 16,661 cases are pending for zero to one year, 46,534 for one to five years, 16,000 for five to 10 years and 1,350 for more than 10 years, the Department-related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice said in its report. The panel said according to the Central Administrative Tribunal (Procedure) Rules, 1987, every application should be heard and decided as far as possible, within six months from the date of its registration. Govt introduces Forest (Conservation) Amendment Bill in Lok Sabha

Environment Minister Bhupender Yadav introduced an amendment bill in Lok Sabha on Wednesday that seeks to bring clarity to the country's forest conservation law and exempt certain categories of lands from its purview to fast-track strategic and security-related projects of national importance. Yadav introduced the Forest (Conservation) Amendment Bill, 2023, amid slogan shouting by opposition members demanding a joint parliamentary committee probe into the Adani issue. The bill was then sent to a joint committee of both the Houses for discussion. The committee consists of 19 Lok Sabha members, 10 Rajya Sabha members and two members to be nominated by the Lok Sabha speaker.
