The Central Administrative Tribunal (CAT) has set aside the appointment of a doctor as Assistant Professor of Hospital Administration at AIIMS, saying she did not possess the requisite qualification for the post. A bench of CAT Chairman Justice L Narasimha Reddy and administrative member Aradhana Johri were of the view that the degree of Diplomate of National Board (DNB) held by her was not sufficient and she needed to undergo an additional year of residency in a hospital recognised by the Medical Council of India (MCI). The tribunal said that according to the MCI's regulations on minimum qualifications for teachers in medical institutions, a person holding a DNB degree from a non-MCI recognised institute had to undergo four years of total training. The CAT said that of the four years of training, one year had to be in an MCI recognised hospital according to the regulations. A 38-year-old Navy officer has been arrested here on charges of raping a woman, police said Sunday. The woman's father had lodged a complaint with the police, alleging that the Navy officer raped his daughter after making a false promise to marry her. Murali Kumar, a chief petty officer of Navy in Mumbai, was arrested and remanded in judicial custody yesterday, police said. He has also been charged under the SC/ST Atrocities (Prevention) Act. The victim in her early 20's alleged that Kumar raped her when she had gone to meet him at a hotel here last week. He had allegedly invited her to the hotel room, police said. The incident came to light when the woman was admitted to a private hospital near here, police said. Kumar, a two-time Mr Asia title holder and eight-time Mr India title winner, allegedly befriended the woman through social media. Police said they would file a report with naval authorities on the incident.
A 14-year-old girl studying in a government-run school for tribals near here in Maharashtra has died, prompting questions by an NGO over the circumstances of her death. While the NGO, Shramjeevi Sanghatana, said the girl died due to malnutrition, a government official said her medical report was awaited. The girl was a student of Class 8 at the government- run ashram school for tribals in Wada taluka of this district located adjoining Mumbai. The girl was initially taken to the rural hospital at Wada Saturday after she complained of uneasiness and fever, Palghar civil surgeon Kanchan Wanere told PTI. Wanere said the teenager, who was anaemic, died of health complications, including convulsion, while being taken to the Thane district civil hospital for further treatment. Five people, including a woman, died of asphyxiation and another fell unconscious Sunday after entering an under-construction septic tank at a village in Odisha's Rayagada district, police said. Tragedy struck Durgi village in Rayagada when the woman worker, who had entered the tank, was trapped inside and all five men ventured into it one by one in a vain bid to rescue her, Additional Superintendent of Police (ASP) Y Jagannath Rao said. "All five of them died of suffocation inside the tank. Local residents were able to pull them out only after removing a few concrete slabs on the septic tank," Rao said. The six victims were rushed to a hospital in the Bissamcuttack area of the district, the ASP said. "While five of them were declared dead, the sixth person is undergoing treatment at the hospital, and his condition is stated to be serious," Rao said, adding that the bodies have seen for post-mortem.
The forensic science laboratory (FSL) report of Yunus, a witness in the Unnao rape case who died recently, has ruled out poisoning as the cause of his death, a senior police official said Sunday "The FSL report of Yunus has been received by SP Unnao. No poison has been detected in the viscera which was sent for chemical analysis," Additional Director General of Police (Law and Order) Anand Kumar said here. "This should end all speculation and settle the cause of his death beyond doubt", he added. Yunus had died on August 18 and his body was exhumed on August 25 and sent for postmortem examination as the victim's uncle had alleged foul play in his death. Altogether 24 of the 34 tribal children allegedly trafficked from Jharkhand to an illegal shelter home in Punjab were traced and two persons were arrested, the police said on Sunday. "We have rescued four children who were reportedly pursuing their studies in the three-room shelter home in Ludhiana and arrested two persons, including the owner of the home," Superintendent of Police, West Singhbhum, G Kranthi Kumar said. As the home authorities claimed that they had sent back 30 children, physical verification of 20 of them was made in West Singhbhum district, while search is on for the remaining ten, Kumar said. Those arrested were identified as Satyendra Prasad Moses (56), the shelter home operator in Ludhiana and a resident of Gaya district of Bihar and Junul Longo, a resident of Gudri police station in West Singhbhum, he added. A Brazilian man has been arrested from IGI airport here for allegedly trying to smuggle into the country Rs 3 crore worth cocaine, which he had swallowed in form of 64 capsules, a statement issued by the customs department on Sunday said. The passenger was intercepted after his arrival from Sao Paulo via Addis Ababa on August 27, it said. According to the statement, the man had swallowed 64 capsules containing 620 grams of white coloured powder which preliminary narcotics testing has revealed to be cocaine worth around Rs 3.1 crore. The passenger has been arrested and the narcotic seized. It was the second significant narcotics seizure (in the form of capsules swallowed by passengers) effected by customs officials at Delhi international airport. Four persons of a family were killed and a minor girl critically injured when their car collided head on with a truck in Dausa district of Rajasthan on Sunday. The incident occurred under Mahuwa Police Station area when the victims were on their way to Jaipur from Mahuwa town. The speeding car first jumped the road divider and collided with the truck coming from the opposite direction, police said. The deceased were identified as Bhagwan Sahay (56), his wife Chandrakala (50), their son Deepak (35), his 10-year old son Lakshya, the police said, adding, that Deepak's 4-year old daughter Deepa sustained critical injuries and was admitted to a hospital in Jaipur.
A Pune court Sunday granted extension of the 90-day period for filing charge sheet against five persons arrested in June for alleged Maoist links. The court of special Unlawful Activities (Prevention) Act (UAPA) judge KD Vadhane granted the extension sought by Pune Police, said Assistant Commissioner of Police Shivaji Pawar, the investigating officer in the case. "We approached the court, saying the investigation in the case is in progress and sought an extension of 90 days for filing the charge sheet," the officer said. The Pune Police had moved the court Saturday for extension of the 90-day period for filing charge sheet against the five persons, citing fresh arrests in the case. A man who was prosecuted in 20 criminal cases, including that of rape and murder, has moved the Delhi High Court challenging certain provisions of law which limit the time period to file a case against police officials for committing an offence under the garb of discharging duty. Agreeing to examine the 65-year-old man's plea, who spent over six years in jail fighting the cases against him, the high court issued notice to the Centre and Delhi government, and sought their responses within six weeks. A 23-year-old woman was allegedly raped by two men, including the president of BKU youth wing of Shamli, in a hotel in Haridwar, police said Sunday.
