The NHRC Wednesday sent a notice to the Uttar Pradesh government over reports that 209 primary school buildings in Etawah district are in a "dilapidated condition" due to which students are forced to attend their classes in the open. The National Human Rights Commission observed that it is the duty of the state to ensure that there should be no hurdle for the students and teachers in the process of imparting education. "The NHRC has taken suo motu cognisance of a media report that 209 primary school buildings in Etawah district are in a dilapidated condition due to which students are forced to attend their classes in open as they are scared to sit in the rooms," it said in a statement. Reportedly, the school managements have made "several verbal and written complaints" to authorities in the state Education Department, but the repair work has "not been done, apparently due to the shortage of funds," the rights panel said. Students and teachers will be marching from Mandi House to Parliament Street on Thursday to urge the government to bring an ordinance on reservation roster for teaching positions in higher education institutions (HEIs) during the upcoming Budget session. Organised by the Joint Forum for Academic and Social Justice, the march will see the presence of Delhi University Teachers' Association, Jawaharlal Nehru University Teachers' Association and the Jawaharlal Nehru University Students' Union. The Jammu and Kashmir Governor's administration Wednesday granted Rs 50 lakh award money to over 400 meritorious class 10 and 12 students of the state board, officials said. The School Education Department will award Rs 15,000 each to 99 meritorious class 12 pass students of Kashmir division and 100 such students from the Jammu division, an official spokesman said. Similarly, Rs 10,000 each will be granted to 98 and 100 class 10 pass students from the Jammu and Kashmir divisions respectively, he said. The money will be sent through direct benefit transfer mode, the official said. Meanwhile, the state's School Education Department granted scholarship of Rs 3.5 lakh in favour of 12 cadets of the Rashtriya Indian Military College, Dehradun who hail from Jammu and Kashmir, the spokesman said.

The Uttar Pradesh government invoked the Essential Services Maintenance Act (ESMA) on Wednesday to ban any strike in all services related to the secondary education board for the next six months. Sources said the decision had been taken as the state board examinations would start soon and any strike might affect its smooth functioning. "In public interest, any strike in services related to secondary education board has been banned for six months," an official release said. The ban has been imposed under Essential Services Maintenance Act, 1968.
The National Green Tribunal Wednesday imposed a penalty of Rs 5 lakh each on educational institutions in the national capital for failing to install rainwater harvesting systems. It also rapped the Delhi government for its failure to install rainwater harvesting system in schools and colleges, asking them to complete construction work the system within two weeks. The fine was imposed as per NGT's November 16, 2017 order which had said that any institution which fails to install the rainwater harvesting system within within two months would be liable to pay environment compensation of Rs 5 lakh. "In furtherance of the aforesaid judgment, those institutions in which rain water harvesting systems are not operational even today, what to say in two months as directed, we direct such institutions to pay a compensation of Rs 5 lakh each," the NGT said. A government school teacher has been killed by some unidentified persons in Uttar Pradesh's Hardoi district, police said Wednesday. Sushil Gupta, 40, was shot dead by unidentified persons in the Pihani area here when he was returning home from his school on Tuesday, they said.
