Govt proposes mandatory towing vessel at all ports for emergencies

Against the backdrop of recent shipping disasters, the Directorate General of Shipping has proposed to make it mandatory for all Indian ports, whether major or non-major, handling 10 million metric tonnes (MMT) or more of cargo annually to designate at least one tug or towing vessel for emergency response. India has witnessed serious maritime incidents along its coastline that exposed vulnerabilities in the current emergency response framework. The sinking of container ship MSC ELSA 3 in May 2025 and major fire and explosion of container ship WAN HAI 503 in June 2025, off the coast of Kerala, led to falling of several containers in waters and the release of hazardous cargo and significant environmental risk. "In view of the challenges and urgent need enumerated above and to meet the requirements of Central/State/District/Port Disaster Management, the Directorate General of Shipping hereby mandates that all Indian portswhether Major or Non-major, Public or Privatehandling 10 million

Maritime security raised to level 2 for Indian ports amid tensions

The Directorate General of Shipping has increased maritime security for Indian ports, terminals, and Indian-flagged vessels to "MARSEC Level 2 or heightened security", considering the ongoing conflict between India and Pakistan, a senior government official said. The directive was issued on May 8, the official added. The Directorate General of Shipping functions under the Ministry of Ports, Shipping and Waterways. The International Ship and Port Facility Security (ISPS) Code, developed by the International Maritime Organization (IMO), forms a crucial part of the SOLAS (Safety of Life at Sea) Convention. It was adopted in response to growing global concerns over maritime security, especially in the aftermath of the 9/11 attacks. One of the core components of the ISPS Code is the classification of security levels. These levels are designed to ensure that ships and port facilities can operate securely under varying threat environments. Security Level 2 involves maintaining of appropr

Container volume likely to grow 8% to 342 million tonnes in FY25: Report

Container volume is expected to grow by 8 per cent to 342 million tonnes this fiscal despite the risk of a prolonged Red Sea crisis, CateEdge Ratings said on Thursday. The slated connection of the dedicated freight corridor to Jawaharlal Nehru Port in FY26, along with capacity additions by ports, is expected to drive growth in container volume over the medium term, it added. Cargo at Indian ports is dominated by 3Cs -- crude oil (termed as Petroleum Oil Lubricants (POL), coal and containers. These three commodities represent 74-75 per cent of total cargo throughput handled by ports. Over the past 3 years ended FY24, POL witnessed a moderate CAGR of 4 per cent while coal and container volumes witnessed 13 per cent and 9 per cent growth, respectively, CateEdge Ratings said. The rating agency said it expects coal cargo throughput at ports to grow at a CAGR of 2-3 per cent between FY24 and FY26, despite an anticipated decline in coal imports by 3-4 per cent due to increased domestic c
