Lok Sabha Speaker Om Birla on Wednesday said a "new tradition" of levelling allegations and counter-allegations being observed in Parliament and state Assemblies these days is not proper for the country's constitutional democracy, and stressed the need for constructive debate and discussion in Houses to make democracy "lively and active". Rajya Sabha proceedings adjourned till March 13 amid Oppn's disruptions

Rajya Sabha proceedings were adjourned till March 13 on Monday as Opposition parties disrupted the House, demanding revocation of the suspension of Congress MP Rajani Patil and setting up of a JPC to probe allegations against the Adani Group. The House, which was briefly adjourned in the morning, will now meet at 11 am on March 13 after recess. Soon after the listed papers were laid on the table of the House, Opposition MPs insisted that the Chair allow Leader of Opposition and Congress president Mallikarjun Kharge to speak. When Chairman Jagdeep Dhankhar permitted Kharge to speak, several members from the treasury benches started raising slogans. However, Kharge's remarks were expunged by the chair. Opposition MPs too kept raising slogans. Several of them trooped into the Well of the House. Patil was suspended from the House for the remainder of the Budget session for circulating an unauthorised video of house proceedings.

Proposals for transfer of 10 HC judges under process: Kiren Rijiju

Proposals for transfer of 10 high court judges are under various stages of processing, Law Minister Kiren Rijiju told Lok Sabha on Friday. Rijiju's statement comes days after the Supreme Court expressed displeasure over Centre's delay in clearing recommendations for transfer of HC judges, saying it was a very serious issue. In his written reply, the minister asserted that "no timeline" has been prescribed in the Memorandum of Procedure (MoP) for transfer of judges from one high court to another. "As on February 06, 2023, proposals for transfer of 10 high court judges from one high court to other high courts are under various stages of processing," Rijiju said. He said judges of high courts are transferred according to the procedure laid down in the MoP prepared in 1998. The government has told a parliamentary committee that it "may not be desirable" to set up a unified media council as each media platform was unique and distinctive in its own way with a self-regulatory mechanism, prompting the panel to make a fresh push for such a framework with statutory powers to enforce advisories. The Parliamentary Standing Committee on Communications and Information Technology, chaired by Shiv Sena member Pratap Jadhav, had suggested to the Ministry of Information and Broadcasting to have a media council, contending that there were limitations in enforcement of advisories issued by the Press Council of India and News Broadcasting Standards Authority. Expressing concern over frequent internet shutdown without any empirical study, a Parliamentary panel has pulled up the Department of Telecommunications for not maintaining the record of incidents and inaction on several of its recommendations. The Standing Committee on Communications and Information Technology on 'Suspension of Telecom Services and Internet and its impact' tabled in Lok Sabha on Thursday, the panel has asked the Department of Telecom (DoT) to lay down a clear cut principle of proportionality and procedure for lifting of shutdown in coordination with the home ministry to prevent any misuse of the suspension rules. The panel rejected the logic of the DoT and Ministry of Home Affairs (MHA) for not maintaining the record of the shutdown, saying it cannot simply take the plea that police and public order are essentially state subjects and suspension of the internet does not actually come under the ambit of crimes. Coal demand estimated to reach 1,087 million tonnes in current fiscal year

Demand for coal is estimated to reach 1,087 million tonne in the ongoing financial year, Parliament was informed on Wednesday. As against the increased coal demand, domestic production of the fossil fuel has also increased. "For the current year 2022-23, coal demand has been assessed by the Ministry (coal) to reach 1,087 MT," Coal Minister Pralhad Joshi said in a written reply to the Lok Sabha. The actual demand for coal increased to 1,027.92 million tonne (MT) in FY22 from 906.13 MT in FY21. In FY22, the domestic coal production increased 8.67 per cent to 778.19 MT from 716.08 MT in FY21, the minister said. Several steps have been taken by the government to increase the production of coal in the country. These include identification and development of new coal blocks, including through captive and commercial route and single window clearance portal for the coal sector to speed up the operationalisation of coal mines.
