A bill, which seeks to deal sternly with malpractices and irregularities in competitive examinations with provisions for a maximum jail term of 10 years and a fine up to Rs 1 crore, was passed in the Lok Sabha on Tuesday. Piloting The Public Examinations (Prevention of Unfair Means) Bill, 2024, Union minister Jitendra Singh said its provisions are meant to safeguard the interest of meritorious students and candidates. The bill was passed by the Lok Sabha after rejecting amendments proposed by the opposition members. Singh said the government "will not allow meritorious (candidates) to be sacrificed at the alter of organised crimes". He added that the students and candidates do not fall in the purview of this bill and there will ne no harm to job aspirants. Over 63 per cent of the total candidates recommended by the Union Public Service Commission for the Civil Services Examination (Mains) during 2017-21 had Engineering degrees, Rajya Sabha was informed. Minister of State for Personnel Jitendra Singh presented data of candidates recommended in CSE (Mains) which showed that out of 4,371 aspirants who appeared during the period, 2,783 were from the engineering stream. The statistics showed that 1,033 candidates came with humanities background, 315 from science and 240 medical graduates. In case of the candidates with higher degrees, humanities background contenders ruled the charts with 597 postgraduates in humanities and 243 postgraduates in engineering clearing the examination. The data presented by the minister on Thursday in response to a question showed that 3,265 male candidates (74.6 per cent) and 1,106 woman candidates (around 25.4 per cent) made it through the examination during 2017-21. Punjab Chief Minister Bhagwant Mann on Saturday said his government will soon open eight modern training centres to impart coaching to aspirants of Union Public Service Commission (UPSC) examinations. Chairing a meeting here, Mann expressed concerns over the declining ratio of candidates from the state in the central services, especially in the exams conducted by the UPSC, according to an official statement. Despite having enormous talent, youngsters of the state are not being able to crack these exams firstly due to their inclination towards going abroad and secondly, in the dearth of quality coaching in the state, he noted. Mann said his government is committed to reverse this trend. The Delhi High Court has said it will hear on July 3 a plea challenging the preliminary examination of Civil Services Examination, 2023 conducted by the UPSC. The petition, filed by 17 civil services aspirants, seeking quashing of the Union Public Service Commission (UPSC) Civil Services Preliminary Examination, 2023, and for re-conducting the preliminary test and general studies paper 1 and 2 came up for hearing before a vacation bench of justice Manoj Jain. The plea also challenged the press note issued by the UPSC on June 12 declaring the results of the preliminary examination, and sought direction to the commission to publish the answer key with immediate effect. The judge ordered listing of the petition on July 3. During the hearing, advocate Naresh Kaushik, appearing for the UPSC, raised a preliminary objection on the maintainability of the petition, saying the Central Administrative Tribunal (CAT) was the competent forum for hearing the matter.
