Bihar to replace fail with 'eligible for skills' in class 10, 12 marksheets

The Bihar government has decided to replace the word "fail" with the phrase "eligible for skill training" in the marksheets of students appearing for Class 10 and Class 12 board examinations from the current academic session, officials said on Saturday. The move is aimed at enabling the students to pursue vocational training programmes offered by the Bihar Board of Open Schooling and Examination (BBOSE), they said. "The Education Department will amend the rules accordingly to implement this change. The department will soon issue necessary instructions to the BSEB. Instead of 'Fail', the certificates will carry the term 'Eligible for Skill Development'," Bihar Education Minister Mithlesh Tiwary told reporters here. Tiwary said students' talent does not disappear merely because they fail to secure the expected marks in an examination. J'khand protesters allege govt 'betrayal' after HC stays exam cancellations

Resentment simmered among exam protesters in Jharkhand on Saturday, who accused the Hemant Soren government of "betraying" them by failing to properly defend in the High Court its decision to cancel several recruitment exams, a key demand of the agitators. The BJP extended its support to the protesters and accused Congress leader Rahul Gandhi of showcasing a "duplicitous attitude" over students' welfare. The ruling JMM, on the other hand, alleged the BJP was using students to further its political interests. The JMM-led government's decision to cancel 22 job exams and order a probe into 23 others quelled the 26-day stir against alleged irregularities in Jharkhand's recruitment exams but triggered another protest by successful candidates, many of whom moved the High Court fearing job loss. NTA needs structural reforms to address exam security issues: Ex-UGC chief

The National Testing Agency (NTA) needs "deep structural strengthening" to address recurring examination-security concerns, but replacing the agency altogether may not be the most useful solution, former UGC Chairman Mamidala Jagadesh Kumar said. Speaking to PTI, Kumar, Chairman of the Review Committee for NEP 2020, said the recurring paper-leak concerns should be viewed as an "end-to-end examination-security challenge", given the scale and complexity of examinations conducted by NTA. The Centre recently ordered several measures to strengthen the NTA and examination system following the NEET-UG paper leak issue, which triggered widespread student protests culminating in resignation of a minister, and the subsequent errors in the UGC-NET exam. The government has also set up a high-level committee under technocrat Nandan Nilekani, while a law on curbing unfair means in public examinations was passed in the recently concluded Parliament session to provide greater punishments.
