Mizoram and Assam will on November 17 hold the third round of talks to resolve the long-standing interstate border dispute, a senior home department official said on Friday. The talks were originally scheduled to be held on November 4, but were postponed owing to the visit of President Droupadi Murmu to Mizoram. Mizoram additional home secretary Lalhriatpuia told PTI that the border talks would be held in Guwahati on November 17, as proposed by the Assam government. A five-member Mizoram delegation, led by ministers Lalchamliana and Lalruatkim, will be visiting the neighbouring state for the talks, he said. Another home department official said that the Mizoram delegation will leave for Guwahati on November 16, and preparatory meetings will be held among officials on that day. Murmu is scheduled to land at the Lengpui airport near Aizawl at 1.50 pm, from where she will fly to Mizoram University (MZU) at Tanhril on the western outskirts of the state capital by helicopter to attend its convocation, officials said. At least 4 people were killed and 18 others injured when a petrol tanker caught fire and exploded in Mizoram's Aizawl district on Saturday evening, police said. The incident occurred at Tuirial village, about 18 kilometres east of the state capital, at around 6 pm when the tanker was going to Champhai. The tanker caught fire when locals tried to collect petrol oozing out of the tanker due to some reason. Four people were charred to death, while 18 others were hospitalised with burn injuries. The condition of five of them was critical, the police said.

The Mizoram government is making efforts to set up a rail-fed Petroleum Oil Lubricant (POL) depot near Aizawl, an official statement said on Thursday. The depot is planned to be set up at Sihhmui, about 22 km from here, it said. Chief minister Zoramthanga on Thursday convened a meeting with officials of Indian Oil Corporation Ltd, and reviewed proposals of the company for setting up of the new depot. It would be rail-fed when construction of the broad gauge railway line between Bairabi and Sairang is completed, officials said. Mizoram does not have any oil depot, and most supplies come from Assam, they said.
Chief Minister Zoramthanga on Friday said that cash-strapped Mizoram has not yet received its due of over Rs 3,000 crore from the Centre. Addressing a conference of Mizoram Civil Service Association (MCSA), he said the state is facing a financial crisis due to several reasons, including the pandemic and non-receipt of funds from the Centre. "Due to the pandemic, we did not receive funds amounting to over Rs 3,000 crore from the Centre. However, amid pandemic and financial crisis, we are fortunate to proceed towards what we are today. Amidst the parleys between the two northeastern states to find an amicable solution to the vexed border issue, the Mizoram police alleged that Assam policemen have constructed two temporary huts in the disputed Zophai area. Kolasib superintendent of police Vanlalfaka Ralte told PTI over the phone that the Assam police erected two temporary huts in Zophai area on October 2 at a place opposite to Mizoram's first chief Minister Ch Chhunga's paddy field where a border clash had occurred in 2018. The huts were, however, dismantled on Monday by the Assam police itself, he said. The authorities in Assam could not be contacted for comments. The tension in the area due to the construction of the huts dissipated after the huts were razed demolished. The area is contiguous to Hailakandi district in Assam. The Mizoram government will soon notify rules for processing locally grown grapes to make wine in the state, a minister said. The state council of ministers had recently approved the draft rules. Replying to a question from VL Zaithanzama of Zoram People's Movement (ZPM), Excise Minister K Beichhua told the assembly on Tuesday that the draft rules have been sent to the law department for vetting and would be notified soon. Excise duty will be charged on the locally processed grape wine, he said. Manufacture and sale of wine from grapes grown outside the state would not be allowed under the rules, the minister said. The state cabinet had allowed manufacture and sale of wine from fresh grapes harvested locally by farmers under a liquor prohibition law. Altogether 30,401 people from Myanmar have crossed the international border and taken refuge in Mizoram after the neighbouring country's military ousted the elected government of Aung San Suu Kyi in February last year, state Home Minister Lalchamliana has informed the assembly. Of the 30,401 Myanmarese, 29,253 are currently sheltered in the state as per reports submitted by district deputy commissioners to the home department on August 20, the minister said in a written reply on Tuesday. The government has completed the profiling of all the Myanmarese in the state, while identity cards and refugee certificates have been issued to 30,177 people.
